RFI - 711 HPW/RHB Chillers Maintenance and Repair

Request for Information (RFI)

This RFI is issued by the 711th Human Performance Wing (HPW) at Wright-Patterson Air Force Base to gather market information regarding capabilities for providing system health checks, preventative/routine maintenance, repairs, onsite training, and technical support for three industrial chillers and their subcomponents. These chillers are critical for the essential Research Altitude Chambers (RAC) that support aerospace physiology advancements.

• Maintenance and repair services for industrial chillers and subcomponents (magnetic drive pumps, piping, electrical connections, regulator valves, pneumatic actuators, gauges, indicators, heat exchangers, AC drives, input modules).

• Onsite training for personnel.

• Access to a technical support team.

• Responses are due by March 9, 2026, at 5:00 pm Eastern Time, submitted via email to Jason B. Sav.

• Responses should be in Adobe Acrobat compatible electronic format, with a maximum page limit of 30 pages (8.5" x 11").

• Required information includes company details, small business status, key personnel qualifications, capabilities, past experience, training, a plan for acquiring personnel if needed, identified risks, and GSA contract/schedule information if applicable.

• The government is conducting market research and will not award a contract based on this RFI. Responses will not be used as proposals.

• Interested parties should identify their small business status (e.g., 8(a), HUBZone, service-disabled veteran-owned, EDWOSB, WOSB).

• This RFI is for information gathering purposes only and does not obligate the government to award a contract or pay for preparation costs.

• All submissions become government property.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventative maintenance, regular checkups, diagnostics, troubleshooting, and repairs for three highly specialized industrial chiller tanks and their subcomponents supporting the Research Altitude Chambers (RAC) at Wright-Patterson Air Force Base (WPAFB), OH.

• Provide regular system health checks, preventative/routine maintenance, repairs, onsite training, and access to a technical support team for three industrial chillers and their subcomponents.

• Subcomponents include: magnetic drive pumps, piping, electrical connections, regulator valves, pneumatic actuators, gauges and indicators, heat exchangers, AC drives, and input modules.

• Identify and provide all required resources for the effort.

• Perform work in accordance with chiller maintenance manuals and applicable regulations.

• Tasks include assembly, on-site calibration, inspection, operation, modification, maintenance, and/or repair.

• Specific tasks include Preventive Maintenance (PM), Corrective Maintenance, General Cleaning, troubleshooting, periodic calibration, verifying torque settings, component replacement, and lubrication.

• Surveillance Summary outlines performance objectives and thresholds:

  • SS-1: Avoid violation of AFI 32-7001 - Environmental Management (No more than 3 incidents per quarter).
  • SS-2: Avoid violation of AFI 32-7001 & AFI 32-7086 - Hazardous Materials Management (No more than 5 incidents per 6 months).
  • SS-3: Direct Material Purchase - equipment delivery dates (95% equipment deliveries on-time).

• Period of Performance: One (1) Base Year of 12 months and four (4) 12-month option years (total of 60 months).

• Place of Performance: Wright-Patterson Air Force Base, Area B, Building 850.

• Contractor shall provide personnel, equipment, materials, and supervision.

• All work must comply with applicable security and safety provisions, federal, state, and local laws, regulations, instructions, and policies.

• Contractor personnel must be U.S. citizens for access to USAF bases and IT networks, unless waived.

• Contractor shall comply with all applicable environmental, safety, and security regulations.

• Contractor is responsible for safeguarding Government equipment and property.

• Contractor shall manage hazardous materials and waste according to applicable regulations.

• Contractor shall provide documentation of all modifications, maintenance activities, and purchased equipment.

• Contractor shall use Government-furnished forms, databases, and tools where available.

• Contractor shall furnish their own tools for work.

• Contractor shall plan for and implement measures for a smooth transition (start-up and phase-out).

• Contractor shall maintain a Quality Assurance Surveillance Plan (QASP).
