NAVFAC EXWC requires professional A-E and technical services for the development, update, and publication of DoD criteria, including Unified Facility Criteria (UFC), Unified Facilities Guide Specifications (UFGS), Whole Building Design Guide (WBDG), Navy & Marine Corps Instructions, and Mil-Specs. The objective is to establish IC as a functional capability for the U.S. Navy by:
- Developing and aligning IC best practices with DoD standards.
- Creating a business case and strategic implementation plan for IC.
- Reforming policy, contracting, and acquisition processes.
- Developing an Architectural/Engineering Platform & Digital Integration strategy.
- Conducting rapid prototyping, pilot projects, and research for IC designs.
- Developing transition plans, training, and workforce development for IC adoption.
- Establishing an IC industrial base ecosystem and program governance.
- Institutionalizing IC as a core NAVFAC capability and extending it to other military branches.
