This includes evolutionary, revolutionary, and disruptive capabilities for the U.S. Air Force and strategic partners. The contract will enable a rapid response across all lifecycle phases of propulsion development, from technology maturation to sustainment, while maximizing the use of the digital environment. The scope encompasses Science & Technology, Research and Development, Test and Evaluation, Integration, Production, Operations & Sustainment, Modernization, Prototyping, Experimentation, Hardware/Software Modifications, Propulsion Design, and Data Mining/Analysis.

- Contract Type: Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ). Delivery Orders (DOs) may utilize various contract types (e.g., FFP, CPFF).
- Period of Performance: The total ordering period is 10 years, with a total period of performance (to complete work) of 15 years from the award date.
- Set-Aside: The acquisition is unrestricted. However, Fair Opportunity Proposal Requests (FOPRs) for individual orders may be set aside for Small Business contractors. All offerors must submit a Small Business Participation Commitment Document (SBPCD), and other than small businesses require a Small Business Subcontracting Plan.

Submission & Evaluation

- Submission Method: Electronically via DoD SAFE. Offerors must request a DoD SAFE link at least three business days prior to the submission date.
- Evaluation: The Government intends to award contracts to all qualifying offerors who submit technically acceptable proposals. Evaluation will be based on Factor 1: Technical Proficiency, which includes three subfactors:
- Subfactor 1: Technical Capability (demonstrated through two detailed efforts).
- Subfactor 2: Propulsion Industry Relevance (PIR) (prior experience).
- Subfactor 3: Small Business Participation Commitment Document (SBPCD) (realistic and credible approach). Subfactors 1 and 2 are of equal importance and significantly more important than Subfactor 3.
- Initial Delivery Order: An initial Delivery Order (DO1) will be awarded concurrently with the basic contract for a virtual Post Award Orientation Conference (PAOC) at a fixed price of $1,000. Offerors must use the provided pricing template for this.
Important Notes
The Government reserves the right to "on-ramp" additional contractors during the contract term to enhance competition, with opportunities advertised on SAM.gov. Conversely, non-performing contractors may be "off-ramped." The BOX platform will be the primary, no-cost platform for posting FOPRs.
