Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for vehicle towing, transportation, appraisal, storage, maintenance, and disposal services for commercial and passenger motor vehicles, as well as other vehicle types and select water vessels, for the United States Marshals Service (USMS) Asset Forfeiture Division.

• Services Required: Towing, transportation, appraisal, storage, maintenance, and disposal of seized and forfeited vehicles and personal property.

• Vehicle Types: Includes standard vehicles (cars, trucks, vans, ATVs, motorcycles, golf carts, jet skis, trailerable boats), large vehicles (buses, construction/farm vehicles, RVs, semi-trucks), and specialty vehicles requiring unique handling.

• Geographic Coverage: Services are required within the Middle, Northern, and Southern Districts of Florida; Middle, Northern, and Southern Districts of Georgia; Eastern, Middle, and Western Districts of North Carolina; District of South Carolina; and the District of Virgin Islands.

• Disposal Methods: Includes Live Auction, Online Auction (by contractor or third-party vendor), Sealed Bid Sale, Salvage/Scrap, Destruction/Crushing, Official Use by an Authorized Agency, and Release to Lien Holder, Claimant, or Owner.

• Storage Facilities: Six (6) storage facilities required within 60 road miles of specified districts, with specific requirements for indoor and outdoor storage, security (fencing, surveillance, alarm systems), and environmental controls.

• Towing: 24/7 availability, adherence to DOT regulations, specific timeframes for pick-up (e.g., 8 hours for roadside tows), and detailed tracking of assets.

• Maintenance: Monthly maintenance for stored vehicles (Categories 1 & 2), including tire pressure, fluid levels, engine start, and movement. Specific maintenance for trailered vessels and large vehicles.

• Reporting: Regular reporting to the Contracting Officer's Representative (COR) on asset status, maintenance, security, and sales.

• Performance Area: Specified districts across Florida, Georgia, North Carolina, South Carolina, and the U.S. Virgin Islands.

• Transition Period: 7-day transition period for phase-out activities upon contract completion.

• Readiness: Contractor must be fully equipped and ready to begin performance within 30 calendar days after award.

• Security: Robust physical security measures for storage facilities, including surveillance, alarm systems, and access control.

• Liability: Contractor assumes sole responsibility and financial liability for all assets under their control.

• Insurance: Contractor must maintain adequate insurance coverage.

• Prohibited Parties: Specific individuals and entities are prohibited from purchasing forfeited property.

• Record Keeping: Retention of asset records for two years after disposal and maintenance of case files for each vehicle.
