RFI - AI Installation Lodging Optimization

Statement of Work (SOW) / Performance Work Statement (PWS)

To deploy an AI Installation Optimization solution for the Air Force Installation and Mission Support Center (AFIMSC) to provide a faster and more accurate understanding of lodging and housing readiness across global installations. This aims to address challenges with manual data gathering and analysis, improving capacity planning and preparedness for exercises, surges, or contingency deployments.

• Deploy an AI Installation Optimization Application for up to 83 Department of the Air Force (DAF) installations.

• Configure and deploy the application in a production environment with live data integrations.

• Ingest and unify up to 10 years of historical lodging, installation, and travel data.

• Develop and configure AI/ML "pattern-of-life" lodging utilization forecasting models and scenario modeling tools.

• Develop and configure up to four (4) user interface (UI) screens (e.g., Common Operating Picture, Scenario Analysis, Installation and Lodging Dashboard).

• Integrate the application into AFIMSC planning and resource prioritization workflows.

• Deliver role-based training and establish long-term operational support organizations.

• Timely Delivery of Contract Deliverables: 95% of deliverables submitted on or before scheduled due dates.

• Quality Assurance and Compliance: Achieve a quality assurance score of 95% or higher on all deliverables.

• Effective Communication and Collaboration: Conduct bi-weekly status meetings and respond to inquiries within 24 hours, achieving a 90% satisfaction rate in stakeholder surveys.

• Period of Performance: 12 months from the date of contract award.

• Place of Performance: Primarily at the Contractor's off-site facilities. Government facilities may be used for meetings or specific tasks.

• Contractor shall designate a Focal Point for all communication.

• Contractor personnel must comply with all applicable federal, state, and local laws and regulations.

• Government will receive appropriate data rights to all technical data and computer software developed.

• Security: No classified information access required. Application/software must adhere to appropriate impact level and security controls.

• Travel: Contractor may be required to travel; costs are reimbursable on a cost-reimbursable basis with no profit or fee.

• Government Furnished Items (GFI): Electronic copies of documents, access to data extracts from specific data sources (e.g., DTS, ADVANA, ENVISION), and access to Subject Matter Experts (SMEs).

• Contractor Furnished Items: Supervision, labor, supplies, equipment (except GFE). Government laptops will be available.

Request for Information (RFI)

This RFI is issued by the 773rd Enterprise Sourcing Squadron (ESS) at JBSA Lackland, Texas, to gather feedback from companies capable of providing an AI Installation Lodging Optimization application. The Air Force Installation and Mission Support Center (AFIMSC) aims to improve its understanding of lodging and housing readiness across its global portfolio by addressing the current manual and fragmented data process. The desired AI application should integrate enterprise systems to produce accurate utilization insights, enable natural-language querying for capacity assessment, and support budget prioritization through forward-looking scenario modeling.

• Participation is voluntary, and all costs are at the interested party's expense.
• Responses will not be used to form a binding contract, and respondents will not be notified of received responses.
• The information gathered will be used to determine the most effective acquisition strategy for future requirements.

Interested companies are requested to provide:

• Confirmation of willingness/ability to provide an AI Installation Lodging Optimization application, or any reasons preventing participation in a future solicitation.

• Brochures/descriptive literature, including a capability statement and CAGE/DUNS for SAM information.

• Identification of any unclear aspects of the described requirements.

• Responses must be submitted via email attachment to the Points of Contact (POCs) listed in the document.

• The subject line must be: "Response to RFI – AI Installation Lodging Optimization".

• Submission Deadline: 5 May, 2026, no later than 1400 CST.
