Purpose & Scope
This RFI is for market research only and does not constitute a solicitation. The AMSS aims to improve soldier mobility, reduce logistical strain, and enhance safety in hazardous cold weather. The Army is interested in solutions for:
- Arctic Transport System with Cover: Must be towable by soldiers/snowmobiles, UH-60 compatible, and feature multiple lift points.
- Arctic Heater: Must be portable, multi-fuel compatible, capable of heating a shelter from -40°F to +40°F in one hour, with a maximum 15-minute repair time.
- Specialized Tools & Equipment: Including locking and oval-type carabiners, bow saws, collapsible avalanche shovels (with "D-handle"), loppers (18-24"), multipurpose tools (for heater cleaning, sled/shelter repair), emergency blankets (supporting 98th percentile soldier, 12-24 hours thermal insulation at -40°F, with medical access points), and emergency stoves (collapsible, lightweight, wood/solid fuel compatible).
General System Requirements
All proposed systems must be:
- Berry Amendment and Buy American Act compliant.
- Fully operational at -40°F (ideally -65°F) with ice, snow, moisture, and thermal cycling.
- Ergonomically suitable for soldiers wearing issued cold-weather clothing.
- Lightweight, of subdued color, meet MIL-STD-810H environmental requirements.
- Capable of 72-hour continuous mission operation, with 5 years useful life and 10 years storage life.
Submission Details
- Format: A white paper, not exceeding 10 pages, in .PDF or .DOCX format (size 12 font, 1-inch margins).
- Content: Must include a cover page (product name, manufacturer, POC, photo), executive summary, detailed technical description (operational concept, weight, dimensions), narrative/graphical depiction, quantitative specifications, TRL, supply chain risks, utilization history, required tools/transport, consumables, catalog price/unit cost estimate, CAGE Code, and manufacturing capability (production capacity, scaling, timeline, locations).
- Exclusions: Do not attach marketing brochures or test reports; these will not be reviewed.
- Due Date: April 16, 2026, 5 PM EST.
