This document is a questionnaire spreadsheet provided as Attachment 3, designed to gather specific company and technical information from potential bidders. It is divided into three tabs: Company Information, RFI Questions, and Scenario Based Questions.

• Tab 1: Company Information: Collects basic company details including contact information, ownership, business size, CAGE code, UEI number, and information on whether equipment is provided under an FSS schedule or GWAC.
• Tab 2: RFI Questions 1-18: Contains a series of detailed questions requiring responses about the equipment's physical installation, power sources, data retention, pricing, discounts, wireless capabilities, government contract history, operational use, cGMP compliance, reporting features, probe accuracy, system maintenance, installation/validation times, cloud-based status, data encryption, system diagrams, and willingness to provide virtual demonstrations.
• Tab 3: Scenario Based Questions: Presents four scenarios related to CHEMPACK operations (schedule adjustments, container relocation, after-hours door opening, and statewide system deployment) and asks bidders to describe their company's approach and capabilities in handling these situations.

This questionnaire is critical for bidders to complete accurately and thoroughly. It directly informs the government's understanding of a vendor's capabilities, technical approach, and compliance with relevant regulations (e.g., cGMP, FCC). Responses will likely be a key factor in evaluating a bidder's suitability for the opportunity and may influence technical discussions or proposal development.

Request for Information (RFI)

This RFI is issued by the U.S. Department of Health and Human Services (HHS), Administration for Strategic Preparedness and Response (ASPR), Center for the Strategic National Stockpile (SNS). The SNS's mission is to ensure the availability and rapid deployment of life-saving medical supplies to counter public health threats. This RFI specifically seeks information on vendor capabilities to provide container door security and temperature monitoring devices for approximately 1,350 CHEMPACK storage locations nationwide, encompassing about 1,974 containers.

• A validated, secure, scalable, and reliable environmental monitoring capability.
• Devices to ensure continuous pharmaceutical storage integrity.

This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bids (IFB). It does not obligate the Government to contract for any supply or service, nor does it intend to award a contract based on this RFI. The Government will not pay for any information or administrative costs incurred in response.

• Interested vendors should provide documentation supporting their company's capability to meet the requirement.
• Refer to Attachment 2 - DRAFT Statement of Objectives (SOO) for detailed requirement information.
• Responses should include a Capability Statement (max 5 pages), business information, answers to specific RFI questions (Tab 2 of Attachment 3), and a rough cost estimate.
• Proprietary information should not be submitted.
• Responses must be submitted electronically to OSContracting@hhs.gov.
• Deadline: Friday, 27 March 2026, no later than 1:00 PM EDT.

Both large and small businesses are encouraged to participate. If not a small business, respondents should identify areas of work that could be exclusively broken out for a small business.

• Verbal questions will not be accepted; questions should be addressed to the Contract Specialist via email.
• All information received will be treated as public knowledge.
• Submissions will not be returned and will not be accepted after the due date.

Statement of Objectives (SOO)

To obtain a validated, secure, scalable, and reliable environmental monitoring capability for continuous pharmaceutical storage integrity across approximately 1,350 CHEMPACK storage locations nationwide, encompassing approximately 1,974 containers.

• Maintain controlled room temperature storage conditions of 20°C–25°C.

• Provide real-time remote temperature monitoring and door opening alarm notifications.

• Ensure regulatory compliance.

• Operate reliably across diverse facility environments.

• Provide integrated environmental monitoring capability.

• System uptime ≥ 99.5%

• Alarm notification ≤ 5 minutes

• Temperature sensor accuracy ±0.5°C

• Monitoring gap during system transition ≤ 30 minutes

• Data completeness ≥ 99.9%

• Repair response ≤ 72 hours nationwide

• Remote support response ≤ 30 minutes

• On-site response for critical failures ≤ 24 hours

• Disaster Recovery: Recovery Time Objective ≤ 4 hours, Recovery Point Objective ≤ 15 minutes

• Nationwide, across healthcare and emergency response facilities.

• Continuous monitoring during deployment, transition, or system upgrades.

• System must be resilient through redundancy and backup capability.

• Operation must be independent of facility IT infrastructure unless authorized by the Government.

• Compliance with applicable regulatory requirements including FDA cGMP, 21 CFR Parts 11 and 211, applicable USP guidance, and NIST calibration standards.

• Government ownership and unrestricted access to monitoring data.

• Secure storage and retention of monitoring data for the duration of the contract.

• Technical support available 24/7.

• Transition requirements include maintaining monitoring continuity with interruptions not exceeding 30 minutes per site.

• Deliverables include various plans, reports, documentation, and a final data archive package.
