Purpose & Scope
This RFI is for information gathering and planning; it is not a solicitation. Eielson AFB is seeking feedback on the PWS for comprehensive industrial and general cleaning services within the CHPP. The work involves cleaning all vertical and horizontal surfaces, including walls, floors, stairwells, structural beams, piping, ducts, generators, equipment, and control panels. This requires removing heavy build-up of coal/ash dust, grease, and oil, going beyond normal dusting. The plant is divided into seven zones, with industrial areas serviced on a 6-week rotating schedule and office/restroom areas serviced five days per week.
Key Requirements
Contractors will need to provide labor, materials, equipment, and supplies. Specialized equipment such as ladders, lifts, scaffolding, explosion-proof vacuums, respirators, and fall protection will be required, with strict compliance to 29 CFR 1910 OSHA General Industry Regulations. Performance standards include meeting PWS and Service Delivery Summary (SDS) requirements, with a defect threshold of no more than two valid defects per month for basic cleaning and restroom services. Safety compliance is paramount, requiring immediate verbal reporting of incidents and a written report within five days.
Staffing: A supervisor must be on shift, and a minimum of two personnel are required for safe cleaning duties. Employees must sign in/out and inform the shift foreman of their location. Training & PPE: The contractor is responsible for employee training, including safety compliance (OSHA, Clean Air Act, Clean Water Act). Employees must wear long-sleeve shirts/coveralls and safety-toe shoes. Quality Control: A comprehensive Quality Control Program (QCP) must be developed and submitted seven calendar days prior to contract start. Security: Employees require pass and identification items, completion of a Local Agency Check (LAC), and initiation of a National Agency Check (NAC) before working. A current employee list must be maintained. HAZMAT: Compliance with base regulations and provision of Safety Data Sheets (SDS) for hazardous items are required.
