Quick Summary
The Federal Bureau of Investigation (FBI), specifically the Criminal Justice Information Services (CJIS) Division Enterprise Architecture (EA) team, has issued a Request for Information (RFI) for Decentralized Information Sharing capabilities. This RFI seeks to identify solutions that can facilitate a national decentralized environment for sharing criminal justice data from systems like Computer-Aided Dispatch (CAD) and Law Enforcement Records Management Systems (LERMS) without requiring centralized data uploads. The goal is to enhance scalability, enable national-level analysis, and maintain state control over data. Responses are due by June 12, 2026.
Purpose & Scope
This RFI is for market research purposes to explore capabilities for establishing a national decentralized information sharing ecosystem. The FBI aims to allow states to integrate, manage, and analyze their criminal justice data, publish data products to partners while retaining control, and integrate with Uniform Crime Reporting (UCR) programs. The environment should support industry-standard analytics, enable the publication of datasets and APIs for national investigative communities, and facilitate the merging of knowledge graphs from different states. Integration with a national-level node for centralized analysis and the National Crime Information Center (NCIC) is also a key consideration.
Key Information Sought
The FBI is looking for information on capabilities that can:
- Enable states to create their own nodes for in-state data integration and national sharing.
- Allow states to integrate, manage, and analyze data from CAD and LERMS.
- Facilitate states publishing data products to other partners while maintaining control.
- Integrate with state UCR programs and NCIC.
- Utilize industry standard techniques for analytics, trending, and pattern analysis.
- Publish data sets and APIs for national investigative communities.
- Support communication with a national-level node for centralized analysis.
- Address informal budgetary market research pricing (licensing, implementation, maintenance).
Submission Requirements
Responses must be submitted in Microsoft Word/Excel/PowerPoint or PDF format, UNCLASSIFIED, with proprietary information clearly marked. Submissions are limited to fifteen (15) one-sided 8 ½ x 11 pages, using 12-point font and one-inch margins. Responses should include capability packages, informal budgetary pricing, and comments addressing FBI requirements, assumptions, and innovative approaches. Questions are due by May 20, 2026, 4:00 PM ET, with answers posted by May 29, 2026. Submissions are due by June 12, 2026, 12:00 PM ET, via email to Brandon James (bmjames@fbi.gov) with the subject line "RFI- CJIS Decentralized Info Sharing".
Important Notes
This RFI is for informational and planning purposes only and does not constitute a solicitation or commitment to award a contract. Responses are voluntary, and no funds are available for preparation. The government will not pay for any costs associated with responding. No set-aside designation has been made, and the opportunity is open to all qualified manufacturers. No estimated award values or budget ranges have been provided.
