Scope of Work
The CROWS System is a remotely operated, fully stabilized weapon station designed to aim and fire various Crew Served Weapons (CSW) such as the Mk19, Mk47, M2HB, M240, and M249. It provides day and night engagement capabilities while stationary or on the move, with robust safety features and adaptability to various combat platforms. Sources are sought for:
- Manufacturing: Flexible production capability for 0-50 CROWS Systems/month, with a 6-month lead time. Requires managing an extensive supplier base.
- Sustainment: Overhaul of approximately 15,000 fielded CROWS Systems, including cleaning, repair, replacement, and final inspection. This may involve depot repair (60-day turnaround), Field Service Representatives, spare parts, obsolescence management, and special tools.
- Engineering Support: On-demand support for product improvements, root cause analysis, and production support on a Firm Fixed Price (FFP) basis.
Technical Data Package (TDP) & Licensing
The Government owns a special license for the CROWS TDP. A draft TDP, including detailed drawings, interface control documents, and performance specifications, will be provided. This TDP is export-controlled (ITAR/EAR) and requires specific approvals for access. Non-licensors awarded a contract for complete systems will incur a $10,000 royalty per new system, added to their evaluated price but not the contract price.
Accessing Technical Data
Interested offerors must comply with ITAR and EAR regulations. To receive the unclassified, limited distribution, export-controlled technical data, requests must be submitted in writing using AMSTA-AR Form 1350 (Attachment 0002). Requesters must also provide a certified current DD Form 2345 (Attachment 0003) and execute Non-Disclosure and Non-Use Agreements.
