Purpose

This notice serves solely for informational and planning purposes to determine if 8(a) small businesses, including Alaskan Native Corporations (ANCs), Indian tribes, or Native Hawaiian Organizations, possess the technical capabilities to execute the requirements for CQM/QA support. It aims to support the full lifecycle of facility management activities for these medical facilities.

Scope of Potential Work

The anticipated requirement involves providing three (3) CQM/QA positions to perform on-site QA services for DHA-approved Sustainment, Restoration and Modernization (SRM) program projects. Key responsibilities outlined in the draft Performance Work Statement (PWS) include:

  • Attending meetings, reviewing submittals, and performing on-site visits.
  • Advising Facilities Managers on issues and reviewing construction documents.
  • Ensuring new buildings meet contract plans and specifications.
  • Maintaining records of construction documentation.
  • Performing continuous on-site surveillance, including infection control and life safety measures.
  • Inspecting contractor quality control activities and monitoring testing.
  • Reviewing and evaluating HVAC plans, change orders, and cost proposals.
  • Supporting Initial Outfitting and Transition efforts.

Contractor personnel must have working knowledge of medical design criteria, Uniform Facility Criteria (UFCs), and Federal Building Code requirements, and comply with various security and safety regulations.

Period of Performance

The potential contract includes a base year (May 16, 2026 - May 15, 2027), three option years, and an option to extend services for six months, totaling a period from May 16, 2026, to November 15, 2030.

Interested 8(a) firms must submit a document furnishing information describing relevant demonstrated experience and qualifications. Responses should include:

  • Company name, address, CAGE code, and UEI.
  • Contact information.
  • All small business designations (e.g., 8(a), ANC, Indian tribe, Native Hawaiian Organization).
