Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Construction Quality Management (CQM) / Quality Assurance (QA) support services for repair, renovation, and modernization projects at Tripler Army Medical Center (TAMC) in Honolulu, HI, and Naval Health Clinic Hawaii (NHCH) at Joint Base Pearl Harbor-Hickam (JBPHH), HI.

• Provide three (3) CQM/QA positions.

• Perform on-site QA services for DHA-approved Sustainment, Restoration and Modernization (SRM) program projects.

• Attend meetings, review submittals, and perform on-site visits.

• Advise Facilities Managers (FM) or their representatives on issues requiring action.

• Review construction documents for completeness and usability for facility maintenance and operations.

• Ensure new buildings meet contract plans and specifications.

• Maintain records of construction documentation (cost accounting, meetings, drawings, submittals, etc.).

• Attend weekly progress meetings with architects, engineers, and contractors, providing reports on problems and recommendations.

• Review and approve submittals, shop drawings, and samples as the "Owner".

• Perform continuous on-site surveillance, including infection control and life safety measures.

• Inspect contractor quality control activities and monitor testing.

• Maintain progress photos.

• Review and evaluate HVAC plans, specifications, installation, testing, balancing, commissioning reports, and field verifications.

• Review and evaluate change orders, cost proposals, and recommend actions.

• Ensure construction utility outages are coordinated.

• Aid in preparing punch list corrections.

• Review final 'as built' drawings.

• Receive warranties and provide operation and maintenance manuals.

• Ensure maintenance manuals are redacted to reflect specific equipment and identify preventative maintenance tasks.

• Support Initial Outfitting and Transition efforts.

• Provide recommendations for design modifications.

• Prepare reports and perform special projects.

• Complete required Army training.

• Provide coordination and support with other staff offices.

• Signed weekly reports detailing personnel, tasks, and status.

• Summary of daily construction activities.

• Supporting inspection data sheets.

• Reports and results of meetings held.

• Locations of construction underway.

• Equipment and personnel working in each activity.

• Descriptions of work inspected, problems, delays, and resolutions.

• Option Year 1: May 16, 2027 - May 15, 2028

• Option to Extend Services (6 months): May 16, 2030 - November 15, 2030

• Contractor personnel must have a working knowledge of medical design criteria, Uniform Facility Criteria (UFCs), and Federal Building Code requirements.

• Contractor personnel must have a valid state-issued driver's license or other state-issued picture ID and other appropriate ID for National Agency Check with Inquiries (NACI) Clearance.

• Required to obtain a Common Access Card (CAC) and wear a government-provided identification badge.

• Must comply with Homeland Security Presidential Directive-12 (HSPD-12).

• Must complete any required Security Training within 30 calendar days of contract start date or effective date of requirement.

• Must comply with all federal, state, local, and installation safety and occupational health (SOH) requirements, including OSHA standards and USACE EM 385-1-1.

• Contractor must provide computer (laptop), cell phone, and cell phone service.

• Develop and maintain an effective quality control program.

• Submit invoices using Form ENG93 monthly with a Progress Report.

• Facilities, equipment, utilities, services, and materials.

• Internet connectivity, workspace, furnishings, and supplies.

• Local, commercial long distance, and DSN telephone and fax service.

• Utilities support.

Request for Information (RFI)

This RFI is for market research to identify 8(a) Alaskan Native Corporations (ANC), Indian tribes, or Native Hawaiian Organizations with technical capabilities to provide service support for Quality Assurance (CQM/QA) at Tripler Army Medical Center (TAMC) in Honolulu, HI, and Naval Health Clinic Hawaii (NHCH) at Joint Base Pearl Harbor-Hickam, HI. The objective is to find contractors who can support the full lifecycle of facility management activities, including planning, design, construction, initial outfitting, transition, acceptance, closeout, and sustainment for these medical facilities.

The contract support required includes program, project, and technical support in areas such as Interior Design, Equipment, Communications, and Transition. The goal is to ensure efficient and effective planning, programming, design, and execution of Operations & Maintenance (O&M) and Military Construction-funded programs, supporting the Department of Defense's medical readiness for both wartime and peacetime.
