RFI - Defense Health Agency-Facilities Enterprise FOB CADD Support

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide DHA-FE with Computer Aided Drafting & Design (CADD) services in support of the Defense Medical Logistics Standard Support (DMLSS) and LogiCole systems by providing AutoCAD and Drawbase drawing support services to DHA-FE and FOB.

• Provide technical drawing and CAD support services to internal and external DHA customers.

• Create, modify, maintain, and manage facility and infrastructure drawings and associated data using CAD software.

• Update architectural and infrastructure as-built drawings, including walls, windows, partitions, etc.

• Validate project room information against Medical Health Systems Space Planning Criteria.

• Update the DMLSS/LogiCole system with required room and facility information.

• Upload and link drawing elements to the DMLSS/LogiCole system.

• Perform all drawing work using current versions of Autodesk AutoCAD, Revit, or equivalent CAD software.

• Assist MTF facility managers in organizing, maintaining, and updating building drawings, plans, and master plans.

• Follow DHA-defined file naming conventions and technical standards for drawing file management.

• Upload and maintain 100% Issued For Construction (IFC) design documents and red-lined As-Built or final Record Drawings in the MARS database.

• Produce Record Drawings by updating 100% IFC files with red-lined As-Built submissions.

• Perform remote updates for changes affecting less than 5,000 square feet.

• Update Fire Protection and Life Safety drawings.

• Collaborate with Data Entry Clerks and Quality Control Technicians.

• Convert PDF scans to CAD formats when digital drawings are unavailable.

• Travel to project sites as needed to collect digital files or scan paper drawings.

• Support requests for facility drawing files, installation, and project folder creation.

• Participate in design submittal review teams and project completion functional testing teams.

• Review and evaluate engineering design drawings.

• Perform self-review and team quality control reviews.

• Complete Government-approved training.

• Participate in engineering quality control activities.

• Perform field surveys.

• Document and report building deficiencies.

• Staffing: Nine (9) Full-Time Equivalents (FTEs) required for the base period and option periods.

• Staff Fill Rate: Maintain a staff fill rate of 95% or greater.

• Reporting: Submit monthly progress reports, staffing reports, and monthly project status slides.

• Quality Control Plan (QCP): Submit within 10 business days of contract award and maintain/update thereafter.

• Vacancy Notification: Within five (5) duty days.

• 12-month base period with four (4) 12-month option periods and one (1) 6-month option period.

• Contract support staff will be located in San Antonio and select CONUS Military Medical Treatment Facilities.

• Contractor Key Personnel: DMLSS/LogiCole Drawing Support Technician and Contract Program Manager.

• Required Qualifications for Drawing Support Technician: Associate's degree in CADD or certificate from an accredited technical/vocational school, minimum two (2) years of experience with AutoCAD or equivalent, and ability to read/interpret construction drawings.

• Preferred Skills for Drawing Support Technician: Knowledge of facility management and building infrastructure systems.

• Required Qualifications for Contract Program Manager: Bachelor's degree, minimum three (3) years of experience as a Program Manager in a medical facilities environment, knowledge of DoD/military structures, and experience leading teams of at least 15 personnel.

• Preferred Skills for Contract Program Manager: Proficiency with Microsoft Office Suite, knowledge of program management methodology, experience managing budgets, strong communication skills.

• Travel: In accordance with Joint Federal Travel Regulation (JFTR). Travel costs are actual costs and shall not be burdened with fee, profit, or overhead.

• Other Direct Costs (ODCs): Include in cost proposal; require approval prior to acquisition.

• Information Security: Compliance with DoD 8570.1M, DFARS, and other relevant security directives.

• Personnel Appearance and Conduct: Practice high standards of personal hygiene and maintain a clean, neat appearance.

• Citizenship Status: All proposed personnel must be current citizens of the United States of America.

• Non-Personal Services: Government will not supervise contractor employees or control task methods.

• Contractor Identification: Required to wear company identification badges.

• Government Furnished Support: A government-furnished laptop (GFE) is necessary. All electronic data must be performed on government-owned systems. Access requires a Common Access Card (CAC).

• Conflict of Interest: Avoid organizational conflicts of interest.

• Post Award Meeting: Within 10 working days after award.

• Records Management: Contractor responsible for associated records management.

• Section 508 Compliance: Support government compliance with Section 508.

• Data Rights: Government retains ownership of all data entered, processed, and/or generated.

• Quality Control Plan: Submit within 10 business days of contract award.

• Task Order Completion/Closeout Plan: Contractor shall complete a task closeout plan.

• Attachments: Include Non-Disclosure Agreement, Customer Complaint Record, Tasks & Minimum Requirements, DoD Installation Locations, Acronyms/Initials, Travel - SOFA Clause, Deliverables & Measurable Terms, and CLIN Breakdown & Schedule.

Request for Information (RFI)

This RFI is issued by the Department of the Army, U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville, for market research purposes. The goal is to identify 8(a) Alaskan Native Corporations (ANC), Indian tribes, or Native Hawaiian Organizations with the technical capabilities to provide Computer Aided Drafting & Design (CADD) services for the Defense Health Agency-Facilities Enterprise (DHA-FE) Facilities Operations Branch (FOB) in San Antonio, TX. The services will support the Defense Medical Logistics Standard Support (DMLSS) and LogiCole systems, including drawing support, and will assist DHA-FE in meeting medical facility requirements for optimizing operations and maintenance for readiness and clinical needs.
