Scope of Work
The USAF seeks capabilities for a complete, turnkey solution including Building Automation and Control Systems (BACS), C5ISR systems, and Electronic Security Systems (ESS), along with associated hardware, software, and limited facility-related work. The goal is to create fully functional and accredited secure facilities compliant with USAF, Department of War (DoW), and Intelligence Community Directive (ICD) 705 standards. This includes incidental secure-space adaptations, physical, acoustic, visual, and TEMPEST countermeasures for SSA, SCIF, and other mission support spaces within existing facility envelopes for DoW organizations across Europe.
Information Requested & Required Capabilities
Respondents should provide insight into their corporate experience, personnel certifications, and management processes. Key areas to address include:
- Confirmation of successful completion and accreditation of past ICD 705 secure facility projects within the last five years, including references.
- Confirmation of necessary clearance and certifications.
- Indication of current presence on a GSA schedule or other DoW contract vehicle.
- Mandatory requirements include recent experience (within five years) in turnkey design/retrofit to ICD 705 standards, successful SCIF/SAPF accreditation, and experience with physical/electronic security systems for federal agencies at OCONUS locations.
- A Top Secret Facility Clearance is mandatory.
