RFI: Design-Build Tier 2 Mobile Command Post (MCPV) Gooseneck Trailer Systems with Integrated C4 Capabilities

This RFI is issued by the Department of Justice, Federal Bureau of Investigation (FBI) for market research purposes only. The FBI is seeking industry input on the design, development, and production of a Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer system. These trailers are intended to provide mobile command, control, communications, and computing (C4) capabilities for mission-critical operations such as emergency response, major investigations, special events, and interagency coordination. The government anticipates a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the design-build and sustainment of these systems.

The FBI aims to:

• Identify capable and qualified vendors.
• Assess industry capabilities and innovative solutions.
• Refine acquisition strategy and requirements.
• Obtain feedback on a performance-based approach (SOO/PWS).
• Identify risks, cost drivers, and schedule considerations.

Solutions should be capable of:

• Designing and manufacturing gooseneck mobile command post trailers.
• Integrating advanced communications systems (Satellite, RF, Cellular).
• Providing self-contained, redundant power systems.
• Supporting 15-20 personnel in a mobile workspace.
• Delivering secure, interoperable C4 capabilities.
• Providing lifecycle sustainment and support.

Vendors are requested to provide:

• Company Information: Name, address, POC, business size, socio-economic status, and relevant certifications.

• Capability Statement: Summary of abilities in design, manufacturing, integration, IDIQ contract delivery, and nationwide sustainment support, including examples of similar projects.

• Technical Approach (Conceptual): High-level description of trailer design, power strategy, communications architecture, integration with hauler vehicle, and modularity/upgradeability.

• Performance-Based Acquisition Feedback: Input on the feasibility of a SOO/PWS approach, recommended performance metrics, risks, and suggested improvements.

• Rough Order of Magnitude (ROM): Non-binding estimate for a single trailer unit (design + build), cost drivers, and differences between configurations.

• Schedule: Estimated timelines for design, prototype delivery, and production lead times.

• Industry Feedback: Input on key technical risks, supply chain considerations, and warranty/sustainment best practices.

• Responses are limited to 15-20 pages (excluding cover page).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the design, engineering, manufacture, integration, testing, delivery, and support of Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer systems. The MCPV system is intended to provide mobile command, control, communications, and computing (C4) capabilities for government missions, including emergency response, investigations, and interagency operations.

• Design, engineer, manufacture, integrate, test, deliver, and support Tier 2 MCPV trailer systems and associated prime hauler integration under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

• The system must provide secure, resilient C4 capability across classified and unclassified environments.

• Support simultaneous operations for a minimum of 15 workstations, not to exceed 20.

• The trailer should not exceed 13 feet in height and must have a walkable roof for supplemental equipment.

• Enable continuous operations in austere environments without reliance on external infrastructure.

• Achieve full operational capability within a rapid deployment timeframe (target: ≤ 30 minutes setup).

• Maintain operational availability ≥ 95%.

• Be road-legal across CONUS and compatible with a Class 4 prime hauler (minimum 500hp/1000 Ft/Lb Torque).

• Include self-leveling/stabilization systems for deployment on uneven terrain.

• Provide a diesel generator power system supporting 100% of mission load with ≥20% reserve capacity, enabling continuous operations for ≥72 hours.

• Provide multi-band, multi-path communications (Satellite, Cellular, RF systems).

• Support simultaneous voice, video, and data transmission at each workstation.

• Design an interior supporting efficient workflow and collaboration, including workstations, conference/briefing capability, and integrated display systems.

• Ensure safe egress pathways, ergonomic layout, and environmental comfort (noise ≤ 60 dB objective).

• Maintain operational temperature ranges suitable for all North American climates.

• Integrate fire detection/suppression, carbon monoxide detection, emergency lighting, controlled access, intrusion detection, and 360° surveillance systems.

• Provide real-time tracking and monitoring capability (GPS, remote web-based access).

• Design for a minimum service life of 15 years, enabling rapid maintenance and repair.

• Not explicitly defined in this document, but implies CONUS operations for road-legal transport.

• Compliance with applicable federal, state, and local vehicle and safety regulations.

• ISO 9001 Certification.

• Minimum warranties: Electrical systems (5 years), Structural components (10 years), Materials/workmanship (5 years).
