Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Federal Bureau of Investigation (FBI) is conducting market research through a Request for Information (RFI) to identify qualified vendors for Design-Build Tier 2 Mobile Command Post Vehicle (MCPV) Gooseneck Trailer Systems with integrated C4 capabilities. This effort aims to support mission-critical operations requiring rapidly deployable mobile command, control, communications, and computing (C4) solutions. The government anticipates a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Responses are due May 4, 2026.

Purpose

This RFI is for market research and planning purposes only. The FBI seeks industry input to assess capabilities, refine acquisition strategy, and gather technical and cost information for the design, development, and production of these advanced MCPV systems. This notice does not constitute a solicitation, and no contract will be awarded based on RFI responses.

Scope of Requirement

The FBI requires self-contained, highly mobile gooseneck trailer systems capable of integrating advanced communications (satellite, RF, cellular), onboard power generation, and configurable workspace for approximately 15-20 workstations. Key requirements include:

  • Design and Manufacturing: Gooseneck mobile command post trailers.
  • C4 Integration: Secure, resilient, multi-band, multi-path communications (Satellite, RF, Cellular) for simultaneous voice, video, and data.
  • Power: Self-contained, redundant diesel generator system supporting 100% mission load with 20% reserve for continuous 72-hour operations.
  • Mobility & Deployment: Road-legal across CONUS, compatible with Class 4 prime hauler, rapid deployment (target ≤ 30 minutes setup), self-leveling/stabilization.
  • Operational Environment: Support 15-20 personnel, maintain operational availability ≥ 95%, suitable for all North American climates, ergonomic layout, noise ≤ 60 dB.
  • Safety & Security: Fire detection/suppression, CO detection, emergency lighting, controlled access, intrusion detection, 360° surveillance.
  • Sustainment: Minimum service life of 15 years, rapid maintenance, ISO 9001 certification, specific warranties (Electrical: 5 yrs, Structural: 10 yrs, Materials/Workmanship: 5 yrs).

Key Information Requested from Vendors

Vendors should provide:

  • Company Information: Business size, socio-economic status, certifications.
  • Capability Statement: Detailing ability to design, manufacture, integrate systems, deliver under IDIQ, and provide nationwide sustainment.
  • Conceptual Technical Approach: Layout, materials, power, communications, integration, modularity.
  • Performance-Based Acquisition Feedback: Feasibility of SOO/PWS, recommended metrics, risks, improvements.
  • Rough Order of Magnitude (ROM): Non-binding estimate for a single unit, cost drivers, configuration differences.
  • Schedule: Estimated timelines for design, prototype delivery, and production lead times.
  • Industry Feedback: Technical risks, supply chain, warranty/sustainment best practices.

Submission Details

  • Response Limit: 15-20 pages (excluding cover page).
  • Format: Electronic PDF submission.
  • Subject Line: Must clearly identify the RFI Title.
  • Submission Deadline: May 4, 2026, by 6:00 PM ET.
