Disaster Human Services Case Management: Providing psychosocial case management services to disaster survivors, including intake assessments, triaging unmet needs, information and referrals, and short-term planning. This requires a scalable workforce of trained and vetted case managers and resource coordinators.
  2. Disaster Human Services Needs or Damage Assessments: Deploying skilled civil engineers and human services subject matter experts to conduct targeted damage assessments of ACF-funded human services providers' facilities and operations, identifying impacts that may impede service delivery.

Key Requirements for Contractors:

  • Ability to source case managers with professional spoken fluency in the 10 most spoken non-English languages in the U.S. (Spanish, Chinese, Tagalog, Vietnamese, Arabic, French, Korean, Russian, Portuguese, and Haitian Creole).
  • At least 25% of each deployed case management team must possess professional spoken fluency in the top three most spoken non-English languages in the impacted communities.
  • Ability to secure case managers fluent in American Sign Language.
  • Establish and maintain a nationwide recruitment capability, manage a cadre database, and develop comprehensive training programs.
  • Adherence to strict privacy and security protocols for handling disaster survivor information.

Information Sought

ACF/OHSEPR intends to seek input regarding industry capabilities and experience related to Disaster Human Services Case Management, Disaster Human Services Impact Assessment, and Program Management and Readiness Support. Respondents are required to complete the provided survey, offering feedback on the draft Performance Work Statement (PWS) and detailing their capacity for recruitment, training, language proficiency, virtual/hybrid services, facility assessments, digital tools, and rapid-response deployments.
