Scope of Work (Based on Draft SOW)

OPM seeks a platform to increase awareness of Federal careers, improve applicant flow, and facilitate hiring. The platform should be capable of:

  • Talent Targeting & Engagement: Identifying and targeting students based on academic majors, skills, and career interests; delivering outreach campaigns; promoting Federal jobs; and hosting virtual job fairs.
  • USAJOBS Integration: Providing direct integration with USAJOBS, including deep linking and potential API-based job matching.
  • Job Matching: Utilizing AI-driven capabilities to match students to Federal opportunities.
  • Mobile Accessibility: Full functionality on iOS and Android devices.
  • University Reach: Accessing a broad network of U.S. colleges and universities nationally.
  • Scalability: Supporting a minimum of 50,000 concurrent users with secure data handling.
  • Analytics & Reporting: Offering dashboards and reports on student engagement, click-through rates, conversion metrics, and demographic insights.
  • Agency Support: Enabling Federal agencies to promote opportunities and gain candidate pipeline insights.

Submission Requirements

Interested vendors should submit a Statement of Capabilities (max 6 pages, 12pt font) via email, including:

  1. Full business name, CAGE code, and SAM UEI.
  2. Company representative contact information.
  3. Business size (Large, Small, 8(a), HubZone, WOSB, SDVOSB, etc.).
  4. SAM registration status.
  5. GSA Multiple Award Schedule (MAS) Contract Number (if applicable).
  6. Capability statement demonstrating ability to provide required services, including relevant past performance (within 5 years) with contract details and customer points of contact.
  7. Generic Cost Estimate for the 4-month base and three (3) option years.
