Purpose & Scope
The Marine Corps Systems Command (MCSC) seeks to mitigate flash-fire burn risks by identifying qualified manufacturers for the EFRCE, an evolution of the Flame Resistant Organization Gear (FROG). The EFRCE uniform provides flame resistance and insect protection for field and combat operations. Manufacturers must adhere to detailed performance specifications outlined in MC-PD-26-001, which supersedes MIL-PRF-EFRCE JAN 2016. This includes specific requirements for woven and knit fabrics, permethrin treatment, design elements for blouses and trousers, components, and extensive testing protocols for flammability, insect protection, and durability.
Submission Requirements
Interested parties must submit:
- Company information (name, address, POC, business size, socioeconomic status, NAICS, CAGE, GSA FSS if applicable).
- End-item samples (one blouse, one trouser) manufactured to Class 1, Type 1 of MIL-PRF-EFRCE. Note: Per Addendum, substitute fabrics similar in weight may be used for samples, but material descriptions and performance data for proposed production fabrics are still required.
- Material samples (two yards each proposed material) with detailed descriptions.
- Physical performance data for materials.
- Estimated pricing per yard for fabric and per garment for the complete end item (blouse and trouser), including material and labor costs, for volumes from 5,000 to 40,000 units/year.
- Verification of Berry Amendment compliance for all fibers, components, and materials. Vendors interested in submitting must formally request EFRCE blouse and trouser pattern files (AccuMark Version 17.1) from Katherine Verrico (Katherine.a.verrico.civ@us.navy.mil), with a copy to the primary contacts.
