Quick Summary

The Department of the Air Force, Air Education and Training Command (AETC/A9), is issuing a Request for Information (RFI) to identify qualified contractors capable of providing maintenance and sustainment services for the existing Executive Decision Model (EDM). This RFI is for market research purposes only to inform a potential future solicitation for this critical analytical capability supporting AETC's flying training enterprise. Purpose & Scope of Work

AETC/A9 requires services to sustain the existing, contractor-provided, fully operational EDM, including EDM Online. The EDM is a probabilistic model used by HQ AETC and 19th Air Force to forecast the impact of resourcing and requirement decisions across AETC’s Undergraduate Pilot Training (UPT), Pilot Instructor Training (PIT), Euro-NATO Joint Jet Pilot Training (ENJJPT), Fighter Bomber Fundamentals (FBF), Combat Systems Operator (CSO), and Formal Training Unit (FTU) operations.

The contractor must:

  • Maintain and sustain EDM, including EDM Online.
  • Provide pilot training pipeline studies and analyses.
  • Possess and provide integrated Platform Utilization Logistics Status Enterprise (PULSE) and Lifecycle Enhanced Asset Decision Software (LEADS).
  • Provide all maintenance, sustainment, configuration, user training, documentation, and helpdesk support for the EDM system.
  • Support the generation of Programmed Flying Training (PFT) and Program Objective Memorandum (POM) input to the USAF budget.
  • Analyze data related to T-6A, T-38C, and T-7A maintenance.
  • Integrate with the Department of the Air Force (DAF) Data Fabric and Envision platform.

This is a non-developmental requirement focused on sustaining an existing capability. There are no classified information requirements.

Responses should be submitted via email in Microsoft Word and/or PowerPoint format.
