RFI: Executive Decision Model

Quick Summary

Purpose & Scope of Work

AETC/A9 requires services to sustain the existing, contractor-provided, fully operational EDM, including EDM Online. The EDM is a probabilistic model used by HQ AETC and 19th Air Force to forecast the impact of resourcing and requirement decisions across AETC’s Undergraduate Pilot Training (UPT), Pilot Instructor Training (PIT), Euro-NATO Joint Jet Pilot Training (ENJJPT), Fighter Bomber Fundamentals (FBF), Combat Systems Operator (CSO), and Formal Training Unit (FTU) operations.

The contractor must:

• Maintain and sustain EDM, including EDM Online.
• Provide pilot training pipeline studies and analyses.
• Possess and provide integrated Platform Utilization Logistics Status Enterprise (PULSE) and Lifecycle Enhanced Asset Decision Software (LEADS).
• Provide all maintenance, sustainment, configuration, user training, documentation, and helpdesk support for the EDM system.
• Support the generation of Programmed Flying Training (PFT) and Program Objective Memorandum (POM) input to the USAF budget.
• Analyze data related to T-6A, T-38C, and T-7A maintenance.
• Integrate with the Department of the Air Force (DAF) Data Fabric and Envision platform.

This is a non-developmental requirement focused on sustaining an existing capability. There are no classified information requirements.

Contract & Timeline

• Opportunity Type: Request for Information (RFI) / Sources Sought
• Anticipated Duration: One base year (12 months) and four 12-month option periods for a future contract.
• Place of Performance: Contractor's facility (Addison, TX).
• Set-Aside: The Government reserves the right to decide on a Small Business set-aside based on RFI responses. The metadata indicates a potential Total Small Business Set-Aside (FAR 19.5).

Response Requirements

Interested parties are invited to provide a response, limited to three (3) pages, addressing specific questions. These include company details (CAGE, UEI, NAICS 541519 registration, business size), capability to meet PWS requirements, specific experience (including device-level identity management), approach to EDM maintenance, previous relevant experience, transition plan, potential risks, GSA schedule information, and innovative solutions. Responses should be submitted via email in Microsoft Word and/or PowerPoint format.

Questions received after February 11, 2026, 12:00 PM CST, are not guaranteed an answer. The Government may choose to meet with respondents for further clarification.
