Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The US Army DEVCOM Soldier Center is conducting a Sources Sought to identify potential sources for Software Development for Fog Tester Instrument Image Analysis software. This effort aims to integrate and automate the analysis of anti-fog performance for eyewear, replacing current manual processes. Responses are due by April 9, 2026, at 5:00 p.m. EST.
Scope of Work
The Government requires development of new image analysis software to integrate with the existing LabVIEW-based Fog Tester Instrument control and data acquisition software. The current system involves separate software (BarTarget) and manual data manipulation in Microsoft Excel to determine pass/fail scores.
The improved application should:
- Analyze post-test video images from dual cameras.
- Generate contrast ratio values for selected regions of interest.
- Plot contrast ratio over test duration.
- Output results based on designated pass/fail criteria and haze calibration measurements.
- Include Haze Standard calibration image acquisition.
- Allow "zeroing" of the contrast ratio, interacting with the FogTester application.
Specific Specifications:
- Operate on Microsoft Windows 11 in a local host environment (no internet).
- Allow user input for test parameters, perform tests, analyze data, and compute/output results.
- Output graphs and data compatible with Microsoft Word and Excel.
- Developed using LabVIEW, .NET (C#, Visual Basic), or Python (other languages require approval).
- Communicate with FogTester software via a TCP port.
Deliverables
- Develop a post-test image analysis sub-program to replace the current BarTarget program and manual Excel plotting.
- Deliver a sub-program capable of processing calibration tests, analyzing data, and generating calibration files for pass/fail criteria.
Government Furnished Property
The Government will provide the Fog Tester operation flow-chart, example test/calibration data, and access to current LabVIEW software or a Python simulation. A Fog Tester system may be loaned upon request.
