Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the Aeronautical Mobile Application (AMA) Program, focusing on software enhancement and support for the National Geospatial-Intelligence Agency (NGA). The program aims to provide users with secure access to validated aeronautical data and products through a mobile platform, supporting Safety of Navigation (SoN) for Department of War (DOW), Federal Aviation Agency (FAA), and foreign partners.

• Data Processing: Process 11-25 GB of aeronautical data from NGA, FAA, NavCanada, and other sources on a 28-day cycle, with some data processed on ad-hoc cycles (7, 14, 56, or 96 days).

• Application Support: Maintain and support AMA applications on iOS and Android, and the Aero Data Server (ADS) on MacOS and Windows. This includes ensuring full functionality on the most recent OS versions, maintaining support for three versions of each application, and ensuring backward compatibility.

• Software Development & Maintenance: Provide software maintenance (corrective, preventive, adaptive, perfective), enhancements, development, testing, deployment, and operations/sustainment.

• Data Dissemination: Leverage AWS services for data distribution and maintain a website for application and data downloads.

• Security: Adhere to NGA's Whitelisting, SWAP, and security requirements, including security scans, log file management, and vulnerability remediation.

• Agile Development: Follow an agile, iterative development approach with 16-week release cycles and 2-week sprints.

• Data Delivery: 99.5% accuracy for core data and map file delivery on schedule to meet AIRAC cycle dates.

• Application Functionality: 99.5% for application load and operational tests.

• Website Availability: 99% for website updates and data accessibility.

• Customer Support: 2-day response time for inquiries.

• Security Compliance: Maintain SWAP compliance and remediate vulnerabilities for Authority to Operate (ATO).

• Contract period: 12-month base period with four 1-year options.

• Work may be performed at the Contractor's facility or as directed by NGA.

• Certifications: Contractor must be AS9100D certified and maintain ISO 9001 certification.

• Personnel: Key personnel include a Program Manager and Lead Engineer. All personnel must be available at contract award.

• Security: Unclassified contractor personnel may work with Controlled Unclassified Information (CUI) with appropriate adjudication. Foreign nationals require prior written approval.

• Compliance: Adherence to Section 508 accessibility requirements, NGA security directives, and NIST standards is mandatory.

• Deliverables: Numerous Contract Deliverable Requirements Lists (CDRLs) are specified, including reports, plans, documentation, source code, and software development kits.

Questions & Answers / Clarifications

• ISO Image Experience: Vendors are asked about their experience creating Department of War (DOW) ISO images of DVDs.
• Military Aviation Operations: Questions cover experience with mission planning, DAFIF data processing, Terminal procedure creation/evaluation, and airfield surveys/data collection.
• Data Management & APIs: Experience with data management/quality tools for monitoring, auditing, and assurance, as well as developing APIs and SDKs, is queried.

• Flight Plans & Offline Data: Experience with 1801 flight plans, filing, and creating applications that function without an internet connection for data updates is asked.
• AWS Cloud Management: Demonstrated experience managing Amazon Web Services (AWS) cloud environments for DOW applications is required, with requests for past project examples.
• Foreign Partner Applications: Experience managing applications used by foreign partners and setting up access controls based on data sharing agreements is queried.
• Aeronautical Data Management: Vendors must describe their approach to managing and disseminating aeronautical data securely through a cloud environment for both DOW and authorized non-DOW sources.
• ISO & AS9100D Certifications: Questions address current ISO 9001 and AS9100D certifications, including timelines for obtaining them and details of any past audit failures and corrective actions.
• Cyber Security: Experience with NGA software security processes is requested.
• Classified Clearances: Willingness to invest in achieving required classified clearances if not currently held is asked.
• Aeronautical Publications & Charts: Extensive experience is sought with various aeronautical data types, including publications, charts, Airport Diagrams, Instrument Approach Procedures, Enroute Charts, Vertical Obstructions, geo-referencing, TFADS-O, NAVPLAN, CADRG/ECRG, FAA Sectionals, commercial imagery, Air Force Weather products, APIs for data access, USAF-1 weather briefings, ADS-B services, FLIP, Aeronautical Planning documents, DAFIF, and NGA's E-IPL.
• Mobile Device Management & Deployment: Experience with Mobile Device Management (MDM) software and developing software for data deployment over local Wi-Fi networks is queried.
• AMC GIANT Reports & Map Formats: Experience with Air Mobility Command (AMC) GIANT Reports and creating/converting maps into MB Tile format is asked.
• Document & File Display: Experience displaying .pdf, kml, and kmz files on a moving map is requested.
• DDIL Environments: Approach to providing data in Denied Degraded Intermittent/Low-Bandwidth (DDIL) environments is sought.
• Mobile Application Development: Experience developing native/hybrid mobile applications for iPad (iOS), Android, MacOS, Microsoft Windows, and deployment via Google/Apple stores is required.
• Configuration Management: Experience with lean/agile methodologies, CI/CD pipelines, managing multiple customer requirements, SAFe, and agile product management is requested.
• Open Source Transition: A recommendation for transitioning to Open Source modeled on the Code.mil framework for managing iOS and Android mobile applications is requested.

These responses provide critical details and clarifications that bidders must consider when preparing their proposals, potentially influencing their technical approaches, resource allocation, and understanding of specific requirements.

Request for Information (RFI)

This RFI seeks information from industry on how contractors can support the sustainment, enhancement, and continuous delivery of the Aeronautical Mobile Application (AMA) requirements as described in the attached Statement of Work (SOW). The National Geospatial-Intelligence Agency (NGA) requires timely and verified aeronautical data for the Department of War (DOW) and its partners, particularly in Denied, Degraded, Intermittent/Low Bandwidth (DDIL) environments.

• Solutions must interface with, replace, or update existing Government software.

• Solutions must be available to the Government while being NGA-managed, with Government Purpose Rights.

• Must comply with security directives (DNI ICD 503) and implement robust access controls.

• Must be familiar with NGA policies for software development (Data Strategy, Software Way).

• Solutions must be backward compatible for at least three versions.

• Must be deployable on various platforms (cloud, desktop, mobile).

• Must function in DDIL environments and include cybersecurity protections.

• Must support commercial app store downloads and provide an API/SDK with training materials.

• Unclassified work is anticipated, but specific security requirements are detailed in the AMA SOW.

• The RFI may lead to a future Request for Proposal (RFP).

• Anticipated Period of Performance (POP):

  • Base Year: March 20, 2027 – March 19, 2028
  • Option Years 1-4: March 20, 2028 – March 19, 2032

• Primary place of performance is the contractor's facilities, with remote submission via APIs. Travel to Government facilities is on an as-needed basis.

• Maximum page count for Section 3 is three pages; for AMA Q&A is twelve pages; total response not to exceed fifteen pages.

• White papers must be in Microsoft Word format.
