Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Geospatial-Intelligence Agency (NGA) has issued a Request for Information (RFI) for its Aeronautical Mobile Application (AMA) Program. This RFI seeks industry capabilities for the sustainment, enhancement, and continuous delivery of software that provides secure access to validated aeronautical data for the Department of War (DOW), Federal Aviation Agency (FAA), and foreign partners, particularly in Denied, Degraded, Intermittent/Low Bandwidth (DDIL) environments. Responses are due by May 18, 2026, at 5:00 PM ET.
Purpose and Scope
NGA's AMA program requires comprehensive software support, including processing 11-25 GB of aeronautical data on a 28-day cycle, maintaining AMA applications on iOS, Android, MacOS, and Windows, and supporting the Aero Data Server. The scope encompasses software development, maintenance (corrective, preventive, adaptive, perfective), testing, deployment, and operations/sustainment. Solutions must leverage AWS for data dissemination, adhere to NGA's security requirements (Whitelisting, SWAP), and follow an agile development approach with 16-week release cycles and 2-week sprints. Performance standards include 99.5% data accuracy and application functionality, and 99% website availability.
Key Capabilities Sought
NGA is particularly interested in vendor experience with:
- Military aviation operations, DAFIF data processing, AIRAC cycle, and ATAK plug-ins.
- Data management, quality tools, APIs, and SDK development.
- Managing AWS cloud environments for DOW applications and foreign partner applications.
- Developing native/hybrid mobile applications for various platforms (iOS, Android, MacOS, Windows) and ensuring functionality in DDIL environments.
- Compliance with NGA's Data Strategy, Software Way, DNI ICD 503, Section 508, and NIST standards.
- Possession of AS9100D and ISO 9001 certifications.
- Agile methodologies, CI/CD pipelines, and managing multiple customer requirements (e.g., SAFe).
- Extensive knowledge of aeronautical data types, publications, and charts (e.g., FLIP, DAFIF, E-IPL).
