Quick Summary

The National Geospatial-Intelligence Agency (NGA) has issued a Request for Information (RFI) for its Aeronautical Mobile Application (AMA) program. This RFI seeks industry input on capabilities for the sustainment, enhancement, and continuous delivery of mobile applications that provide secure, validated aeronautical data to the Department of War (DOW), Federal Aviation Agency (FAA), and foreign partners, particularly in Denied, Degraded, Intermittent/Low Bandwidth (DDIL) environments. Purpose & Scope

NGA requires solutions to process 11-25 GB of aeronautical data from various sources on a 28-day cycle, maintaining and supporting AMA applications on iOS and Android, and the Aero Data Server (ADS) on MacOS and Windows. The scope includes comprehensive software maintenance (corrective, preventive, adaptive, perfective), enhancements, development, testing, deployment, and operations/sustainment. Solutions must leverage AWS for data distribution, maintain a website for downloads, and adhere to NGA's stringent security requirements (Whitelisting, SWAP, vulnerability remediation). Development is expected to follow an agile, iterative approach with 16-week release cycles and 2-week sprints.

Key Requirements & Experience Sought

NGA is particularly interested in vendor experience with:

  • Developing solutions that interface with, replace, or update existing Government software, available to NGA with Government Purpose Rights.
  • Compliance with DNI ICD 503, NGA security directives, and NIST standards, including robust access controls and cybersecurity protections.
  • Familiarity with NGA's "Data Strategy" and "Software Way" principles for software development and data management.
  • Backward compatibility for at least three application versions and deployment across cloud, desktop, and mobile platforms.
  • Functionality in DDIL environments, commercial app store deployment, and providing APIs/SDKs with training.
  • Specific technical expertise in DOW ISO image creation, military aviation operations (DAFIF, mission planning, ATAK plug-ins), AWS cloud management for DOW applications, and managing applications for foreign partners.
  • Extensive experience with various aeronautical data types (e.g., publications, charts, Airport Diagrams, IAP, Enroute Charts, FLIP, DAFIF, NGA's E-IPL).
  • Current ISO 9001 and AS9100D certifications are mandatory, with details on past audit failures and corrective actions requested.

Contract Details & Anticipated Timeline

This is a Sources Sought notice. The anticipated Period of Performance (POP) includes a base year from March 20, 2027, to March 19, 2028, followed by four one-year option periods extending through March 19, 2032. The primary place of performance is the contractor's facilities, with remote submission via APIs. Suggested NAICS codes are 541511 (Custom Computer Programming Services) or 541511 (Administrative Management and General Management Consulting Services). Responders are asked to indicate their small business status.

Responses must be UNCLASSIFIED and submitted in Microsoft Word format. The total response should not exceed fifteen pages (three pages for Section 3, twelve pages for AMA Q&A).
