Statement of Work (SOW) / Performance Work Statement (PWS)

This Blanket Purchase Agreement (BPA) is for Data Verification and Validation Services to support the Seattle District Corps of Engineers.

• The core service is "data verification," defined as evaluating the completeness, correctness, and conformance of a data set against specified requirements, QAPP, and chain-of-custody documentation.

• "Data validation" is an analyte- and sample-specific process extending beyond verification to determine the analytical quality of a data set.

• Validation stages (2A, 2B, 3, 4) will be based on EPA's Guidance for Labeling Externally Validated Laboratory Analytical Data for Superfund Use and DoD's Data Validation Guidelines.

• Services include personnel, equipment, supplies, and supervision for data validation in the field and laboratory.

• Validation reports must meet or exceed DoD and EPA guidelines.

• Validation reports and validated electronic data deliverables (EDDs) are due within 30 calendar days of receiving the data package.

• A minimum of 10% of sample results per method will be cross-checked.

• Period of Performance: 60 Months from date of award.

• Place of Performance: Seattle District.

• BPA Master Dollar Limit: $175,000.00

• BPA Call Limit: $20,000.00 (calls between $2,500.00 and $20,000.00; higher amounts require CO concurrence).

• Pricing determined by Request for Quote (RFQ) at the time of call, based on lowest price and past performance.

• Security requirements include AT Level I Training, physical security and access control, suspicious activity reporting training, and adherence to FPCON/HPCON measures.

• Contractors must comply with FAR clause 52.222-54 Employment Eligibility Verification (E-Verify).

• Service Contract Act wages apply.

• Invoices must include specific business and contact information, BPA number, call number, dates of service, description, quantity, unit price, total price, Project Manager name, and COR name.
