Quick Summary

The General Services Administration (GSA), Federal Acquisition Service (FAS), Office of Travel, Transportation and Logistics (TTL), is conducting a Sources Sought (RFI) to identify qualified firms capable of providing a wide variety of emergency acquisition support for FEMA during disaster events. This notice is for market research purposes only and is not a Request for Proposal (RFP). Responses are due March 13, 2026.

Scope of Work

TTL seeks sources that can provide commercial supplies and services similar to those described in the Commonly Used Sheltering Items & Service Listing (CUSI-SL) (Attachment 1). This includes items like sheltering supplies, hygiene kits, cleaning items, medical equipment, and pandemic kits. Key requirements include:

  • Accelerated response times for Requests for Support (RES): as few as 5-8 hours for supply quotes and 12-24 hours for service quotes.
  • Rapid delivery/performance timeframes: at least 30% within 24 hours, 60% within 48 hours, and full fulfillment within 72 hours for supplies.
  • Close working relationships with transportation networks for rapid re-direction of shipments.
  • Real-time visibility and GPS tracking for all commodities.
  • Ability to respond to delivery discrepancies within 10 days and pick up returns within 10 days.
  • Provision of regular status reports.

TTL is particularly interested in firms specializing in emergency operations and disaster recovery support services that can act as leads to compile recovery solutions.
