Quick Summary
The Federal Bureau of Prisons (BOP), under the Department of Justice, has issued a Request for Information (RFI) to identify qualified sources for secure juvenile detention services within the contiguous 48 states (excluding Alaska and Hawaii). This RFI is for market research and planning purposes and may lead to a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Responses are due by June 18, 2026.
Purpose & Scope
The BOP seeks to determine the availability of vendors capable of providing comprehensive management and operation of secure juvenile correctional facilities. The anticipated requirement is for a guaranteed minimum of 9 to 15 beds or 6 to 10 beds, accommodating a combination of males or females, for in-house residents only. The potential contract is envisioned as a One-year Base Period with four One-year Option Periods.
The detailed Statement of Work (SOW) outlines requirements for rehabilitation, re-entry services, and accountability for federal juvenile offenders. This includes providing all necessary facilities, equipment, personnel, and training, adhering to American Correctional Association (ACA) standards, PREA, and BOP guidelines. Key areas of responsibility cover administration, fiscal management, personnel, staffing, training, facility maintenance, life safety, security and control, supervision, discipline, intake processing, and a wide range of services including food, medical, mental health, dental, mail, recreation, and programming (requiring at least 50 hours of formal quality programming per week). Special requirements include zero-tolerance for sexual abuse, comprehensive staff training, evidence-based programs, and culturally/gender-sensitive programming.
Submission & Questions
This RFI is for information and planning only and does not constitute a solicitation or commitment to contract. Interested parties should address the Government's requirements, assumptions, and contemplated approaches, and suggest innovative methods for cost savings. Do not submit proposals, offers, or marketing materials. Responses must be submitted in PDF format to pbarcelona@bop.gov by 2:00 p.m. (EDT) on June 18, 2026.
Questions regarding the RFI must be submitted to pbarcelona@bop.gov by June 4, 2026. Questions and answers will be posted as an amendment on SAM.gov around June 9, 2026.
Eligibility & Set-Aside
There is no set-aside for this RFI. However, the RFI requests vendors to include their company's point of contact, address, email, telephone, socio-economic category (e.g., HUBZone, 8(a), Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, Women Owned Small Business), and NAICS codes. This information will be used for market research to determine potential future set-asides.
Additional Notes
The BOP is seeking input on potential challenges such as state/local ordinances, zoning issues, transportation, job placement feasibility for inmates, and any unique laws or environmental concerns. Information received will become the property of the Government, and proprietary information should be clearly marked.
