Quick Summary

The Department of Homeland Security (DHS) Federal Law Enforcement Training Centers (FLETC) is issuing a Request for Information (RFI) for a Commercial Off-The-Shelf (COTS) Legal Case Management System Replacement. This RFI is for planning purposes only to identify solutions for the Office of Chief Counsel (OCC)'s outdated document management system. Responses are due May 18, 2026.

Scope of Work

FLETC's OCC requires a COTS solution to replace its existing system, which tracks and stores sensitive legal documents and metadata. The new system must provide:

  • Secure, web-based interface for case creation, tracking, management, and reporting.
  • 24/7 real-time access with robust data integrity and confidentiality.
  • Workflow automation, advanced search, and comprehensive document management (upload, edit, attach all file types).
  • Audit trail of all case activities and changes.
  • Reporting capabilities (scheduled, ad hoc, export to Excel/CSV).
  • Scalability for future growth, no concurrent user restrictions, and role-based access control for FLETC OCC staff.
  • High availability (max one business day downtime) and requester case status visibility.
  • Standardized intake and integration with FLETC organizational data.
  • FISMA and Section 508 compliance.
  • CRUD operations (create, read, update, delete, edit, clone).
  • Automated notifications for assignments and status updates.

Respondents should submit a Rough Order of Magnitude (ROM), a capability statement (or retailer authorization), references, and a draft/review of the Statement of Objectives (SOO). The ROM is for pricing information only and does not commit the Government. Responses must be electronic, limited to ten pages (excluding title, TOC, company info, references), and in Microsoft Word or PDF format.
