Sources Sought Notice (Market Research)

NAVSUP Fleet Logistics Center, San Diego (FLCSD) is conducting market research to identify interested and capable businesses for supplying Naval Consolidated Brig Miramar (NCBM) with 14 Brand Name Lexis Nexis Kiosks and 14 corresponding desk mounts. This notice is for planning purposes only and is not a solicitation. The government will use the information to improve acquisition planning and identify small business capabilities.

• Product: 14 Brand Name Lexis Nexis Kiosks and 14 corresponding desk mounts.

• Description: LexisNexis provides a legal research database and service suite for accessing legal documents, case law, statutes, and regulations. The kiosk system is designed for correctional facilities, offering secure access to legal information.

• Contract Type Anticipated: Firm Fixed Price (FFP).

• Delivery: 30 days after receipt of order (ARO).

• NAICS Code: 334111 Electronic Computer Manufacturing (Size Standard: 1,250 employees).

• The government may consider a set-aside for small businesses or socioeconomic programs (8(a), HUBZone, SDVOSB, WOSB/EDWOSB).

• If a resultant contract is set-aside, FAR 52.219-14 (Limitations on Subcontracting) will apply. Respondents intending to use subcontractors must detail how the prime will not pay more than 50% of the contract value to non-similarly situated subcontractors.

• Format: Capability Statement (no more than 10 pages).

• Content: Must include information for Section 1 (Corporate Description) and Section 2 (Corporate Experience).

  • Section 1: Firm name, size status, ownership, certifications, POCs, CAGE Code, UEI, DUNS, affiliate information.
  • Section 2: 1-3 citations of current and relevant experience (prime and SSEs/JV combined), using the format in Attachment 2 (Reference Information Sheet). Focus on similarity of services, complexity, dollar value, contract type, and subcontracting/teaming.

• No Briefings: Capability briefings will not be honored.

Statement of Work (SOW) / Performance Work Statement (PWS)

To upgrade legal reference material needs for Military Correctional Facility Miramar and its Pearl Harbor detachment with new correctional-grade LexisNexis kiosks and desk mounts, meeting SECNAV's equipment requirements.

• Provide 14 TST Kiosks with 17-inch touch screens, Windows 10, and LexisNexis installed.

• Include a 1-year maintenance agreement for each kiosk.

• Provide 4 LexisNexis law library updates per kiosk.

• Provide 14 Kiosk Desk Mounts.

• Delivery Date: 30 days after receipt of order (ARO).

• Delivery Locations:

  • Location A (San Diego): 10 Kiosks and 10 Mounts to Military Correctional Facility Miramar.
  • Location B (Pearl Harbor): 4 Kiosks and 4 Mounts to Naval Consolidated Brig Miramar Detachment Pearl Harbor.

• Kiosks must be correctional grade and style.

• Delivery must be included in the quote.

• The USG Contract Number must be included on the package and/or packaging slip for deliveries.
