Statement of Work (SOW)

To modernize the Main Control Center (MCC) at Naval Consolidated Brig Miramar (NCBM) by upgrading its surveillance system, integrating new computer equipment, and renovating the workspace to create an ergonomic and efficient environment. This is critical for maintaining operator alertness, efficiency, and mission effectiveness.

• Modernization of Desk Surveillance System: Installation of a new ergonomic desk surveillance system.

• Integration of New Computer Equipment: Provision and setup of new computer towers and monitors.

• Workspace Renovation: Complete renovation of the control center workspace.

• Equipment Provision: The vendor must provide specific listed equipment, including various sizes of steel consoles, display walls, work surfaces, CPU docks, and cable management kits. All equipment must be new.

Sources Sought / Market Research

NAVSUP Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to identify capable businesses for supplying products to Naval Consolidated Brig Miramar (NCBM). This is for planning purposes only and not a solicitation. The government seeks feedback to improve the acquisition process and identify small business capabilities.

The contractor will supply specific office furniture products as detailed in Attachment 1 (SOW). Key items include various sizes of steel display walls, work surfaces, and related components. A critical requirement is that proposed supplies MUST be Brand Name Wright Line to ensure compatibility with the existing prison security system.

The government anticipates a Firm Fixed Price (FFP) contract with a delivery timeframe of 30 days after receipt of order (ARO). This is a new requirement.

The applicable NAICS code is 337214 Office Furniture (except Wood) Manufacturing, with a size standard of 1,100 employees.

Interested parties must submit a Capability Statement (max 10 pages) including:

• Corporate Description: Firm name, size status, NAICS code registration, ownership, socioeconomic certifications (8(a), WOSB, HUBZone, SDVOSB), points of contact, CAGE Code, UEI, DUNS, and affiliate information.
• Corporate Experience: 1-3 citations of current and relevant experience, using the format in Attachment 2 (Reference Information Sheet). This includes a summary of work performed and how it demonstrates capability.

If a resultant contract is set-aside, the FAR 52.219-14 clause will apply. Respondents intending to use subcontractors must detail how they will ensure no more than 50% of the contract performance is paid to non-similarly situated entities. Primes must have the infrastructure to manage the entire contract.
