Purpose & Scope
DTRA is conducting market research to identify software solutions that can create or modify realistic 2D and 3D terrain/facility models, run large numbers of simulations (e.g., Monte Carlo) to assess vulnerabilities, and determine optimal results. The software should automate the identification of vulnerable attack pathways, quantify vulnerabilities considering installed security equipment and protective force performance, and measure security system effectiveness. It must also provide graphical and numerical output, determine relative risks for selected threats, allow simulation construction by user roles, and render/playback 3D models. A detailed user manual and interactive training platform are also required.
Vendor Requirements
Vendors must possess an active Top Secret Clearance. Additionally, their proposed software solution must have successfully passed a Validation, Verification, and Accreditation (VV&A) review.
Response Requirements
Interested vendors are invited to submit written capabilities addressing their interest in the requirements, examples of current or past experience with similar solutions, current capabilities to meet the requirements, and any aspects that cannot be met or concerns. Responses should also include company name, CAGE code, DUNS Number, contact information, small business status, and applicable NAICS code.
