RFI for Siemens HVAC Apogee System

Request for Information (RFI)

This RFI is issued by the McAlester Army Ammunition Plant (MCAAP) to gather information from qualified vendors for potential future contract services. The goal is to identify sources capable of providing comprehensive maintenance, repair, and technical support for Siemens Apogee Direct Digital Control (DDC) systems at MCAAP. This RFI is for market research and planning purposes and is not a solicitation or an offer; no contract will be awarded from this announcement.

MCAAP utilizes Siemens Apogee DDC systems in multiple buildings. These systems are proprietary and require specialized expertise. The potential contract term is five years, including a 12-month base period and four 12-month option periods.

The contractor will provide personnel, equipment, and supervision for comprehensive services, including:

• Scheduled Maintenance: Twelve (12) annual site visits for preventive maintenance, inspections, and verifications.
• Software & Data Management: Regular system backups, Desigo CC software upgrades, annual software subscription management, and firmware updates.
• Support & Repairs: On-call support with guaranteed response times (2-hour initial, 8-hour on-site) and emergency on-site support within four (4) hours for minor repairs and programming changes.
• Training: Provision of scheduled training courses and operator consultation.
• Compliance: Adherence to site-specific access and security requirements, including Real ID for base entry.

Vendors are requested to provide detailed responses covering:

• Company Information: Name, address, point of contact, corporate overview, CAGE Code, and UEI.

• Qualifications and Experience: Official relationship with Siemens, technician training/certification, and experience with DDC maintenance for U.S. Government installations (up to three past performance examples).

• Technical Approach: Methodology for scheduled maintenance, system backups, software upgrades, and service call response procedures.

• Support and Training: Explanation of "Preferred Customer Rates," available Siemens training courses, and approach to operator consultation.

• Due Date: February 10, 2026, 10:00 AM central time.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) establishes the requirements for a non-personal services contract to provide comprehensive maintenance, repair, and technical support for the Siemens Apogee Direct Digital Control (DDC) systems at the McAlester Army Ammunition Plant (MCAAP).

• Provide comprehensive maintenance, repair, and technical support for Siemens Apogee DDC systems.

• Systems are located in buildings 3, 5, 49, 135, 399, 419, 425, 454, 483, 683, and 710.

• Programs must follow specific Power Process Control Language (PPCL) guidelines.

• Disposal of APOGEE devices must comply with local regulations.

• Installation must follow approved wiring guidelines.

• Preventive Maintenance & Inspection: Perform inspections, identify issues, and report findings.

• System Communications Verification: Ensure all DDC devices are communicating properly.

• Workstation & Database Verification: Perform diagnostics, verify graphics/schedules/alarms, and synchronize network clock.

• Visual Inspection: Inspect components for physical damage.

• Battery/UPS Check: Inspect device batteries and/or UPS.

• Data Backup & Restore: Perform full backups of controller database, network controller, and GUI.

• Software Upgrade: Provide and install Siemens Desigo CC Software upgrades as required.

• Subscription Service: Includes a one-year subscription to Desigo CC (110 Subscription Units).

• Operator Consultation: Provide consultation on database, programming, or operations.

• Firmware Updates: Provide, install, and verify firmware updates (additional cost).

• Included Repairs: System corrections, database changes, programming modifications, and component/sensor repairs/installations identified during scheduled visits.

• Response Time: Initial response within 2 hours (phone, email, text); On-site response within 8 business hours.

• Emergency Calls: Contractor on-site within 4 hours for critical system failures.

• Additional Services: Unscheduled service calls, emergency labor, and repair parts available at Preferred Customer Rates.

• Training: Scheduled training courses included at no additional cost; customer-specific training available at Preferred Customer Rates.

• Agreement Term: 5 years (12-month base period + 4 -12-month options).

• Location: McAlester Army Ammunition Plant (MCAAP), 1 C Tree Road Building 4, McAlester, OK 74501.

• Due to proprietary software, Siemens-trained technicians are required.

• All drivers must provide a real ID for MCAAP entry.

• All maintenance must be scheduled in advance during MCAAP operating hours.
