Scope of Work

The requirement is for comprehensive full food services, including furnishing all food, personnel, management, supervision, materials, supplies, and transportation. Services encompass dining facility management, cooking, food preparation, stocking, serving, replenishing, cleaning, and cashier services. This includes providing meals for the dining hall, Chiefs Mess, Wardroom, and boxed meals for personnel away from the facility. The contractor will also be responsible for maintaining quality control and performing minor operator maintenance of food service equipment.

Period & Place of Performance

Services are to be performed at the C5ISC Service Center, Alexandria, VA, with normal operating hours for breakfast (0630-0800) and lunch (1100-1300), Monday through Friday. The anticipated period of performance is June 1, 2026, through May 31, 2031.

Performance Standards & Special Requirements

Key performance standards include adherence to meal serving hours, nutritional menu planning, and 100% compliance with sanitation requirements. Contractors must maintain a Quality Control Program (QCP). Special requirements include obtaining all necessary permits and licenses, compliance with safety regulations, submission of a Plan of Operation, and development of a twelve-week cycle menu. Specific personnel, including a full-time Project Manager, are required, and employees must meet health standards and undergo background checks.
