Statement of Objectives (SOO)

To establish a comprehensive service agreement for the sustained operational readiness, safety, and compliance of critical laboratory containment and filtration equipment within the 1st Global Field Medical Laboratory (GFML). The agreement aims to maintain full functionality, ensure biosafety compliance, minimize downtime, and support safe laboratory operations.

The contractor shall provide non-personal services for sustainment, calibration, maintenance, repair, and lifecycle management of the following equipment for up to five years:

• Six (6) Fume hoods (Model FHM-2.5SS)
• Twelve (12) Biosafety Cabinets (Model BBF-2SSCH)
• Twelve (12) Filtration Systems (Model FS-150 and FS-75)
• Six (6) Glove boxes (Model PGB-36)

Services include preventive maintenance, corrective actions, inventory oversight, warranty management, and accurate service documentation. All maintenance and repair activities must adhere to appropriate decontamination procedures, including gaseous decontamination for HEPA-isolated components.

• Preventative maintenance and annual services must be performed to manufacturer's specifications and institutional biosafety protocols.

• Maintenance schedules must be provided with a 12-month allowance of +/- 72 hours.

• All maintenance activities must comply with critical safety checks (HEPA filter integrity, airflow velocity, decontamination).

• Accurate records of all compliance activities must be maintained.

• Repairs must be completed in a timely manner by an accredited certifier.

• A comprehensive 1-year warranty covering parts and labor for repairs is required.

• Devices must be repaired, replaced, and tested in accordance with NSF/CETA or NSF/ANSI Standards.

• Period of Performance: One (1) year after contract award with four (4) optional years.

• Place of Performance: On-site at Aberdeen Proving Grounds, MD, or Tobyhanna Army Depot, PA. Local travel may be required without reimbursement. Long-distance CONUS travel requires pre-approval.

• Decontamination: Surface decontamination for routine maintenance; gaseous decontamination required for HEPA-isolated components by trained personnel.

• Parts: Replacements must be sourced directly from the Original Equipment Manufacturer (OEM).

• Certification: Annual certification by an accredited certifier (NSF/CETA or NSF/ANSI) is required for various devices, including specific filter replacements and testing protocols.

• Security: Contractor personnel require coordination for site access with at least 72-hour notice. Escorts may be required for personnel without security clearances. Visit Authorization Requests (VARs) must be submitted with specific documentation.

• Technician’s Report detailing findings, tests, and actions taken.

• Cost breakdown for services or repair parts outside contract scope.

• Certification Report with equipment labels and digital testing reports.

Request for Information (RFI)

This RFI seeks market knowledge regarding a Germfree Service Contract for Global Field Medical Laboratories (GFML). The GFML is a specialized, rapid-response unit that supports CBRNE threat assessment and global health surveillance, capable of on-site testing in hazardous or remote environments. The government is looking to identify and procure a commercial solution for these services.

• Supports chemical, biological, radiological, nuclear, and explosives (CBRNE) threat assessment and global health surveillance.
• Deploys worldwide to provide fast, accurate identification of potential hazards.
• Conducts on-site testing when samples cannot reach a fixed lab within 24 hours.
• Operates in hazardous environments, identifying immediate risks.
• Supports force protection or counter-WMD missions with ground surveillance and laboratory testing.
• Can deploy as a full team or smaller elements for flexible lab support.
