Request for Information (RFI)

This announcement is a Sources Sought Synopsis and Request for Information (RFI) to gather information on industry capabilities for providing commercial items related to HELPFUL AIRBORNE WIRELESS COMMUNICATION ECOSYSTEM YIELDING ENHANCED SHARING (HAWCEYES). The Air Force Test Center (AFTC) at Edwards AFB, CA is conducting market research to determine acquisition strategy. This is not a solicitation for quotes or bids, and no contract will be formed based on responses. Parties responding will not be paid for submitted information.

Interested parties are requested to submit a capability statement detailing their abilities to provide the services. This statement should include:

• Highlights of experience on similar government or commercial contracts/agreements.

• Business size (Large or Small).

• CAGE code/DUNS.

• A list of any contracts or other agreements similar in nature.

• Program/project name, contract number or other identifier.

• Administering office/address.

• Point of contact with a current telephone number.

• The AFTC anticipates awarding a contract under NAICS code 334220 and PSC 5985.

• Responses will contribute to a Market Research Report to inform the acquisition strategy.

• If sufficient responsible and capable sources are identified, a formal RFQ will be posted on SAM.gov.

• Responses should be submitted in Microsoft Word or a compatible format.

• Submissions should be concise, no more than 10 double-spaced pages.

• Responses shall not be proprietary and will be unclassified.

• Responses are due no later than April 21, 09:00 A.M. Pacific Daylight Time (PDT).

• Small Business sources responding should state their business size status based on the referenced NAICS code.

• SAM.gov registration is mandatory for any future contract.

• The AFTC will not pay for information or comments provided and will not recognize any cost associated with submissions.

Statement of Work (SOW)

To design and build a self-contained, portable wireless communications network for the 418th Flight Test Squadron (418FLTS) to improve communications for test missions with airborne control rooms, accommodating up to 20 individuals.

• Develop a carry-on/off wireless communication system using existing 802.11xx (Wi-Fi) and/or Bluetooth protocols with a minimum 30-meter range.

• The system must be self-powered by batteries for at least 30 minutes (60 minutes desired) and capable of using 115VAC "wall power".

• Utilize commercial Voice over IP (VoIP) software (e.g., TeamSpeak, Mumble) supporting iOS and Android devices, with the ability to receive version updates.

• Support a minimum of 32 connected devices.

• Integrate with the aircraft's existing intercom system (ICS) via a U-174 connector to receive and retransmit audio.

• Provide all necessary hardware and software design specifications for government airworthiness and cybersecurity approvals.

• Deliver two initial copies of the system to Edwards Air Force Base.

• Provide support for troubleshooting and tuning on aircraft, including potential flight tests on C-17, KC-135, and KC-46 aircraft.

• Initial design coordination within 90 days of contract award.

• Build and delivery of two copies within 90 days after final design approval.

• Performance will occur at Edwards Air Force Base, CA, with potential travel for on-site support and flight tests.

• Contractor personnel may require flight qualifications (Mission Essential Personnel) for flight tests.

• All contractor employees require background checks and base access procedures, including potential Antiterrorism Awareness training.

• Compliance with all base security regulations, Force Protection Conditions (FPCON), and Health Protection Conditions (HPCON) is mandatory.

• Contractor is responsible for safeguarding government property and ensuring prompt return of credentials.

• Contractor employees are prohibited from possessing weapons on base.
