Statement of Work (SOW) / Performance Work Statement (PWS)

To provide confidential counseling, consultation, and outreach services to support the readiness, resilience, and well-being of eligible military service members, their families, and survivors. The goal is to offer accessible, preventative support to address challenges associated with military life, reduce barriers to seeking help, promote early problem resolution, and strengthen community resilience.

• Provide confidential, non-medical counseling, consultation, walk-around services, and outreach.

• Services are delivered in-person and may include virtual counseling.

• "Walk-around support" involves MFLCs being present and interacting in environments like unit headquarters, schools, and child development centers.

• Services cover both Adult and Child/Youth (CYB) populations.

• MFLCs must be credentialed or licensed.

• CYB MFLCs supporting environments with children must have appropriate consultation skills.

• Services address issues across the military life cycle, including deployment, relocation, and family challenges.

• Participants are eligible for up to 12 counseling sessions per issue.

• MFLCs must provide a Limits of Confidentiality Statement to participants before counseling.

• Specific reporting requirements include daily activity data, monthly status reports, and financial reports.

• Data must be captured and reported consistently according to the MFLC Program Data Dictionary.

• MFLCs must report activity data within 24 hours of reportable activities.

• Services are provided across more than 300 military installations in the U.S. and over 25 foreign countries.

• The contractor will be assigned to either an Eastern or Western Geographic Footprint, or potentially both.

• Assignments for primary support services generally require a minimum of 12 months, with exceptions for school assignments (9 months).

• Confidentiality is maintained except for mandated reporting (domestic violence, child abuse/neglect, suicidal/homicidal threats, illegal activity, etc.).

• MFLCs must be flexible and adaptable to changing installation needs and may need to adjust work locations.

• Specific requirements for Spanish-speaking MFLCs in certain assignments.

• MFLCs must adhere to strict protocols for reporting and handling adverse incidents.

• Virtual counseling services must comply with DISA STIGs and SRGs.

• Seamless transition-in and transition-out support is required.

• Contractors must manage travel and purchasing requests and adhere to staffing timelines.

• MFLC services are preventative and augment, not replace, other support services.

Request for Information (RFI) / Market Assessment Discussion (MAD) Notice

This RFI-MAD Notice is issued by the General Services Administration (GSA) on behalf of the Office of the Deputy Assistant Secretary of War for Military Community and Family Policy (MC&FP) to conduct market research for the Military and Family Life Counseling (MFLC) Program V. The goal is to identify capable industry partners, inform industry of the government's intent, and gather information to shape the acquisition strategy. This notice does not constitute a Request for Proposal (RFP) and no commitment to a procurement action is implied.

The MFLC Program provides confidential, non-medical counseling, consultation, and outreach services to military members and their families. Key objectives include:

• Ensuring availability of qualified personnel through effective workforce management.
• Providing high-quality, prevention-focused counseling adaptable to diverse populations and environments.
• Enhancing the ability of military dependents to develop relationships and manage emotions.
• Increasing program visibility and utilization.
• Ensuring seamless communication and coordination across the program footprint.
• Supporting pilot program initiatives and studies.
• Providing real-time data capture and reporting.

The scope includes:

• Task 1: Program Management Support
• Task 2: Primary MFLC Services (Adult and Child/Youth Behavioral - CYB)
• Task 3: Temporary MFLC Services
• Task 4: Western Geographic Optional Footprint (Optional Task)
• Task 5: Eastern Geographic Optional Footprint (Optional Task)

Services can be provided in-person or virtually and cover over 300 military installations globally, including hazardous duty/danger zones.

• The estimated total amount for the requirement (both Eastern and Western Geographic Footprints) is in excess of $4,475,177,624.

• Eastern Geographic Footprint: One 6-month base period, four 1-year option periods, and two 1-year award term incentive periods (total 6 years, 6 months).

• Western Geographic Footprint: One 12-month base period, four 1-year option periods, and two 1-year award term incentive periods (total 7 years).

• Responses are due no later than 11:00 a.m. Eastern Time on May 8, 2026.

• Submissions are to be made via email to specified GSA POCs.

• Interested parties are encouraged to schedule one-on-one Market Assessment Discussion (MAD) meetings between May 13-14, 2026.

• Required attachments include: Corporate Overview, Corporate Experience, and Market Assessment Discussion (MAD) Questions.

• The RFI is open to all interested Industry Partners.

• Specific details regarding small business status, certifications, and facility clearances are requested in Attachment 1.

• Contractor personnel may require Secret or Top Secret clearances.

• MFLCs must be credentialed and licensed counselors.

• CYB MFLCs require background/suitability checks.
