Synopsis - Materiel Management Operations

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Materiel Management Operations (MMO) services for the 412th Test Wing at Edwards Air Force Base, California. The objective is to procure services that ensure the efficient and effective management of materiel, supporting the wing's mission of flight and ground testing of aircraft, weapons systems, and components.

The contractor will be responsible for a broad range of materiel management functions, including but not limited to:

• Storing, inspecting, inventorying, issuing, returning, and customer support for materiel.
• Performing Documented Cargo Operations (DCO) and Decentralized Material Support (DMS) functions.
• Managing supply chain operations, including utilizing Air Force standard supply automated data systems.
• Participating in Financial Improvement and Remediation (FIAR) audits.
• Ensuring adherence to all applicable DoD publications, Air Force instructions, and base guidance.
• Specific tasks include managing hazardous materials, controlled areas, equipment accountability, and supporting various operational readiness inspections and exercises.

Performance will be measured against specific Service Summary (SS) items and their associated performance thresholds. These include metrics for job vacancies, training compliance, controlled area access, correspondence response times, contract manager availability, inspection readiness, hazardous materials management, storage protection, put-aways, classified storage, inventory accuracy, and various other operational functions. The Quality Assurance Surveillance Plan (QASP) will describe how contractor performance will be measured against these standards.

The contract is for a 5-year period, consisting of one basic year and four option years. Performance will be at Edwards Air Force Base, California.

• Security: Contractor personnel must possess appropriate security clearances (e.g., secret clearance for award and performance) and comply with all base security regulations, including background checks for base access and restricted areas.
• Personnel: Employees must be able to read, write, speak, and understand English fluently. They must present a neat, clean, and professional appearance and be easily recognizable as contractor employees.
• Training: The contractor is responsible for ensuring all personnel are fully trained, qualified, and capable of performing their tasks, including specific training for equipment, safety regulations, and specialized functions like HAZMAT handling and weapons management.
• Government Furnished Property (GFP) and Services: The contractor will manage GFP and utilize government-furnished services such as base support, facilities, utilities, and IT services as provided.
