Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The NASA Goddard Space Flight Center (GSFC) is issuing a Request for Information (RFI) for a potential future procurement of a "Mission Integration Prime" (MIP) capability for the Geostationary Extended Observations (GeoXO) Series Satellites. This RFI aims to gather market intelligence, technical approaches, and Rough Order of Magnitude (ROM) cost considerations. This is not a Request for Proposal. Responses are due by May 11, 2026, at 5:00 PM Eastern Time.
Scope of Work
The GeoXO program is the follow-on to the GOES-R series, with the initial satellite launch planned for 2032. The MIP contractor would manage and perform mission integration functions, including:
- Launch Vehicle Services: Procuring two launch vehicles, managing campaigns, and integrating satellites.
- Payload Processing Services: Providing facilities, managing processing, and supporting spacecraft fueling and testing.
- Mission Operations Services: Operating GeoXO satellites for 10 years post-launch, including command and control, uplink/downlink, data processing (Level 0 and 1b science products), and end-of-life decommissioning.
- Anomaly Investigation and Recovery: Investigating satellite anomalies and executing response plans.
- Special Engineering Analysis Tasks: Performing tasks as requested by the Government.
Contract & Timeline
- Type: Request for Information (RFI) / Sources Sought.
- Anticipated Contract Type: Primarily Firm Fixed Price (FFP), with Time and Materials for anomaly investigation.
- Set-Aside: None specified.
- RFI Response Due: May 11, 2026, 5:00 PM ET.
- Anticipated Acquisition Timeline:
- Draft RFP Release: Early 2027
- Final RFP Release: Summer 2027
- Contract Award: January 2028
Submission Requirements
Respondents are requested to provide:
- Vendor implementation approach and ROM costs for Launch Vehicle, Payload Processing, and Mission Operations Services.
- Descriptions of capabilities and prior experience.
- Assessment of complexity, challenges, and risks for an FFP contract.
- Recommended alternative MIP concepts, including benefits and cost differences.
- Suggestions for changes to the acquisition and other insights. Responses are limited to 30 pages and must be submitted electronically to Travis Hagelberg at Travis.M.Hagelberg@nasa.gov, referencing RFI-MIP-2026.
Additional Notes
This RFI is for planning purposes only and does not constitute a commitment by the Government. The Government will not pay for information submitted. The Goddard Space Flight Center (GSFC) Ombudsman is applicable (NASA Clause 1852.215-84). Government Furnished Equipment (GFE) resources, such as Wallops Command and Data Acquisition Station (WCDAS) and NOAA Satellite Operations Facility (NSOF), are available and vendors should consider their integration.
