Request for Information (RFI)

This RFI is issued by the U.S. Department of Labor, Office of the Senior Procurement Executive (OSPE) on behalf of the Mine Safety and Health Administration (MSHA) to gather industry feedback on anticipated services for Building 2 HVAC at MSHA’s Approval and Certification Center in Triadelphia, West Virginia. The center evaluates and tests mining products for compliance with federal regulations.

MSHA is seeking input on:

• Potential joint ventures, teaming, or subcontracting arrangements

• Applicability of Service Contract Labor Standards

• Innovative and cost-saving recommendations

• Rough Order of Magnitude (ROM) estimates

• Potential restrictions on competition

This RFI is for informational purposes only and is not a solicitation. Responses are voluntary, and the government is not obligated to award a contract. No funds are available to pay for response preparation. All submissions become government property.

Statement of Work (SOW)

To replace legacy Heating, Ventilation, and Air Conditioning (HVAC) systems in Building 2 (B-2) at the Mine Safety & Health Administration's (MSHA) Approval and Certification Center (A&CC) located in Triadelphia, WV.

• Dismantle and dispose of existing legacy HVAC systems in Building 2.

• Install new HVAC systems, including specific units for Building (2) Unit 1, Unit 2, Unit 3, Unit 4, and the Building (2) Light Lab.

• New units include furnaces, condensers, coils, humidifiers, MERV 8 cabinet air filters/cleaners, and new line sets.

• Rework duct work and reconnect electrical and control wiring for the Building (2) Light Lab.

• Period of Performance: Within 120 days after contract award.

• Place of Performance: MSHA's A&CC, Building 2, 646 Technology Drive, Triadelphia, WV 26059.

• Hours of Operation: Monday-Friday, 7:00 AM to 4:00 PM Eastern, excluding Federal holidays and emergency closures.

• Quality Control: Contractor must develop and maintain an effective quality control program, submitting the plan within 10 days of award.

• Government Furnished: Restrooms, break rooms, smoking shelters, and access to utilities will be provided.

• Contractor Furnished: All items/resources not specifically stated as government-furnished.

• Personnel: Contractor employees must wear "Visitor" badges at all times on government property. Key personnel (Project Manager/Alternate) must be designated. Employees must identify themselves as contractors when necessary.

• Security: Contractor is responsible for safeguarding government property and ensuring utilities conservation.

• Special Qualifications: Employees must possess all required knowledge, experience, and licenses.

• Post Award Conference: Contractor must attend a post-award conference.

• Organizational Conflict of Interest (OCI): Contractor must notify the Contracting Officer of any potential OCI and submit a mitigation plan.

• Type of Contract: Anticipated Firm-Fixed Price contract.

• Technical Exhibit 1 indicates an estimated 72 hours for HVAC/Plumber personnel.
