Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Army, specifically the Joint Product Manager for CBRN Layered Effects, has issued a Request for Information (RFI) to identify industry capabilities for Multispectral Screening Obscuration Modules (SOM-M). This RFI seeks innovative solutions for a modular, man-portable, ground-emplaced system designed to produce a multi-spectral obscurant cloud for both mounted and dismounted use. Responses are due by May 29, 2026.

Scope of Work

The SOM-M is envisioned as a system that generates an obscurant cloud effective across visual, infrared (3-5 microns, 8-12 microns), and millimeter-wave (1-10 millimeters) spectrum bands. It must cover an area 204 meters long and up to 12 meters high within 95 seconds, maintaining the obscurant effect for a minimum of 12 minutes without resupply. The Government is open to existing commercial systems, modified systems, or rapid development of new systems and/or obscurant materials.

Requested Information

Interested parties should submit white papers, concept briefs, and technical insights detailing:

  • Design feasibility and integration paths
  • Operational readiness and sustainment strategies
  • Technical descriptions of proposed approaches
  • Past performance and relevant experience
  • Schedule and manufacturing scalability
  • Lifecycle and sustainment considerations
  • Potential cost drivers, technical risks, and mitigation strategies

Contract & Timeline

  • Type: Request for Information (RFI) / Sources Sought
  • Product Service Code (PSC): 1040 - Chemical Weapons And Equipment
  • Set-Aside: None specified (RFI for market research)
  • Response Due: May 29, 2026, at 9:30 PM ET
  • Published: May 13, 2026

Evaluation

This RFI is for information and planning purposes only and does not constitute a commitment to issue a Request for Proposal (RFP). Responses will be used to survey industry capabilities and assess readiness to meet emerging operational needs.
