Quick Summary
The Naval Criminal Investigative Service (NCIS), under the Department of the Navy, initially issued a Request for Information (RFI) for a Case Management System (CMS). This opportunity has been UPDATED: NCIS has determined that a solution available through a DoD ESI BPA met the requirements for a minimally viable product pilot. This is now out for solicitation for BPA contractors only. A redacted brand name justification has been attached, detailing the rationale for a sole-source award for an Appian Starter Kit License Subscription.
Scope of Requirement
The requirement is for an Appian Starter Kit License Subscription to continue the modernization of NCIS's Consolidated Law Enforcement Operations Center (CLEOC 2.0) using the Air Force Office of Special Investigations' (AFOSI) ORION solution, which is built on Appian technology. The period of performance is 12 months, including an MVP deliverable within 8 weeks from award and 10 months of maintenance/support.
Contract Details
- Type: Firm Fixed Price Task Order (TO)
- Justification: Sole source, brand name basis for Appian, justified under FAR 8.405-6(b).
- Rationale: Appian's software is proprietary and the only product that can meet current investigative and case management requirements using existing source code (ORION solution). Appian is the sole owner of the intellectual property and the only entity with FedRAMP IL V certification for its low-code platform.
- Availability: The Appian solution is available under GSA Advantage, SBIR III, and DoD ESI via a BPA with three resellers.
Market Research & Set-Aside
Initial market research, conducted via an RFI on SAM.gov, received 51 submissions. This review led to the determination that a specific brand-name product (Appian) is the most viable solution. The current solicitation is limited to DoD ESI BPA contractors only. No general set-aside applies to this sole-source justification.
Additional Notes
This notice serves as an update to the original RFI. While this procurement is sole-source, NCIS plans to conduct further market reviews for future procurements to maximize competition.
