Purpose & Overview
This RFI is for informational and planning purposes only and is not a Request for Proposal (RFP) or Request for Quote (RFQ). USTRANSCOM seeks to gather information to inform decision-making regarding acquisition strategy, small business concerns, and to understand existing market solutions and industry needs for a logical roadmap. The information will not be disclosed outside the Government and will not impact future solicitations.
Scope of Work
The draft PWS outlines requirements for providing Portfolio Management Support to the USTRANSCOM Chief Information Officer (CIO), Chief Financial Officer (CFO), and Chief Operations Officer (COO). Key areas include:
- Policy and capability performance assessment
- Capital planning and investment management
- Electronic governance and Clinger-Cohen Act compliance
- Investment process governance and compliance audits
- Information systems process improvement and project management
- IT strategic planning and technology assessments
- Cybersecurity documentation development and portfolio management
- Providing decision-making transparency for capability requirements development and management
- Supporting all USTRANSCOM IT systems, programs, and initiatives (SPIs).

Respondents are requested to submit a White Paper (maximum 5 pages) addressing:
- Company Information: Name, CAGE Code, Website, POC details, Facility Clearance, existing contract vehicles.
- Business Size & Socio-economic Information: Indicate Small or Large business status, and if small, specify categories. The anticipated NAICS code is 541611 (Administrative Management and General Management Consulting Services) with a size standard of $24.5 million.
- Capabilities: Demonstrate knowledge of PWS tasks, including TOP SECRET (TS) or TS-SCI access requirements, Portfolio Management, CIO/COO/CFO assistance, IT compliance (Clinger-Cohen Act, FISMA), cyber/IT strategic planning, and IT portfolio optimization.
- Project/Contract Information: Details on similar past projects.
- Small Business Partnerships: For Other Than Small Businesses, detail partnerships with small businesses.
- Suggestions/Recommendations: Input on acquisition strategy, contract vehicles, NAICS, contract types, commerciality, PWS/technical information, and evaluation criteria.
Period & Place of Performance
- Anticipated Contract Period of Performance: October 1, 2027, through September 30, 2031 (Base Period plus three Option Periods).
- Place of Performance: Primarily telework, with on-site presence at Scott Air Force Base, IL, required when the Government determines physical meetings are necessary. Work requiring Secret access or SIPRNet must be completed on Scott AFB, IL.
Special Requirements
Contractor personnel may require access to classified information/systems (SECRET level) and must meet citizenship, background investigation, and clearance requirements. Adherence to cyberspace workforce qualification requirements is also necessary. Numerous deliverables are specified, including various management, IT, and cybersecurity reports.
Incumbent Information
The incumbent contract, HTC71122FD072, is held by C5T Corporation, valued at approximately $12.9 million, and was awarded as a 100% Small Business Set-Aside. Its period of performance is October 1, 2022, through September 30, 2027.
