Purpose
The primary purpose of this RFI is to identify capable vendors who can support the Treasury OIA with a solution that facilitates real-time detection, analysis, and alerting of emerging risks and critical events from publicly available data. Vendors must be fully capable of satisfying all aspects of the requirement as outlined in the draft Performance Work Statement (PWS).
Scope of Capabilities
The desired solution should encompass:
- Data Ingestion & Coverage: Ingestion of publicly available web, news, blogs, forums, social media, multimedia content, broadcast transcripts, live feeds, and deep/dark web sources. Multilingual analysis (150+ languages preferred) and global coverage (190+ countries preferred) are desired.
- AI/ML Detection Capabilities: Advanced AI/ML models, multi-modal analysis (text, audio, image, video), real-time or near-real-time alerting, contextual enrichment, risk scoring, and reduction of false positives.
- Alerting & Workflow: Configurable alerts, mission-tailored profiles, delivery via dashboard, mobile app, email, SMS, API/webhook, and integration with collaboration tools.
- Integration & Interoperability: RESTful APIs, integration with SIEM, SOAR, TIP, and case management systems, support for STIX/TAXII, role-based access control, SSO, and FedRAMP-ready or federal cloud deployment options.
- Security, Privacy & Compliance: Alignment with NIST 800-171, SOC 2 Type II, ISO 27001/27701, ISO 42001 or equivalent AI governance controls, data minimization, privacy protections, audit logging, and data residency options.
Submission Requirements
Qualified contractors must provide:
- Company name, location, contact information (including point of contact, email, phone), business size, and socioeconomic category.
- GSA contract or other vehicle details, including schedule/GWAC number, NAICS Codes, and applicable SIN.
- A general capabilities statement, outlining standard lines of business, experience, and a technical narrative addressing each specified requirement in the PWS.
- Submissions should not exceed 25 pages (excluding appendices) and must be in PDF format. They should include a company overview, technical architecture summary, compliance documentation summary, redacted sample alert outputs, integration documentation, and notional pricing information.
