Request for Information (RFI)

This RFI is issued by Brookhaven Science Associates (BSA) for market research and acquisition planning related to Relocation Services. It is not a solicitation, RFP, or RFQ, and does not obligate BSA or the U.S. Department of Energy to make an award or reimburse costs. BSA is seeking information on capabilities, experience, systems, and approaches for providing federally compliant domestic and international relocation management services to support a future acquisition strategy for their Relocation Assistance Program.

Respondents are requested to submit:

• An indication of interest in performing the services.

• A brief Statement of Capabilities detailing how the respondent meets the requirements outlined in the attached SOW.

• Complete responses to questions in the RFI Questions Document, including requested supporting documentation.

• Submittals due no later than: Monday, February 16, 2026, 4:00 PM Eastern Time.

• Late responses may not be considered.

• Responses must be submitted electronically via email to csmith2@bnl.gov.

• The email subject line must be: "BSA RFI-473101".

Request for Information (RFI)

This RFI seeks information from potential vendors regarding their capabilities and experience in providing relocation services to Brookhaven Science Associates (BSA), which operates Brookhaven National Laboratory (BNL) for the U.S. Department of Energy (DOE). BSA provides relocation assistance to eligible employees who reside more than 50 miles from the BNL campus, as well as for approved temporary changes of station.

Respondents are invited to describe their experience in areas including:

• Administration of domestic and international relocation programs, particularly for federally regulated environments.
• Management of household goods transportation, shipping, storage, and customs clearance.
• Operation of a relocation management system for case management, communication, documentation, and reporting.
• Employee counseling and case management throughout the relocation lifecycle.
• Development of relocation cost estimates.
• Audit, review, and processing of relocation-related expenses and vendor payments.
• Compliance with federal regulations (FAR, DEAR, FTR, IRS, DOE directives).
• Protection of personally identifiable information (PII) and sensitive employee data.
• Program implementation, transition, and onboarding.

Vendors are asked to provide details on their:

• Organizational capabilities and experience, especially with federally funded organizations or highly regulated environments.
• Capabilities in transportation, shipping, and trade compliance for domestic and international relocations.
• Relocation management systems, including functionality, case tracking, and reporting.
• Reporting and data visibility capabilities for relocation activity, cost tracking, and compliance.
• Data security and privacy measures for PII and sensitive employee data.
• Financial administration capabilities, including reimbursements and vendor payments.
• Experience in program implementation and transition, particularly in regulated environments.
• Administrative and eligibility information, including active SAM.gov registration and UEI, and confirmation if services are considered commercial under FAR 2.101.

Responses should be clear, well-organized, and relevant to the RFI. Supporting documentation may be included. Specific submission instructions, deadlines, and points of contact will be provided in a separate RFI Letter.
