Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services for the repair and replacement of doors, door locks, and associated hardware at Joint Base San Antonio (JBSA) locations (Lackland, Randolph, Fort Sam Houston, and Camp Bullis).

• Repair or replace doors, door locks, deadbolts, panic exit devices, mullions, thresholds, door closers, catches, strikes, cores, keys, ADA compliant mechanisms, and related hardware.

• Service includes repairing or replacing and installing new exterior and interior locks.

• Contractor shall provide all personnel, equipment, tools, materials, supervision, and other necessary items.

• Lock services will be issued via Blanket Purchase Agreement (BPA) service calls.

• Contractor must furnish all equipment, materials, tools, transportation, special keys, and key schedules.

• Contractor shall install commercial grade locks and panic exit devices.

• Contractor shall repair or replace door closers with heavy duty adjustable hydraulic closing and latching controls.

• Contractor shall coordinate all key changes and lock replacements with facility managers and the key control office.

• Contractor shall rekey facilities following established security policies and health, safety, and environmental codes.

• Contractor shall have a quality control system to identify, prevent, and remedy defects.

• Government will evaluate performance through surveillance and customer complaints; unacceptable performance requires re-performance.

• Repairs to damaged government property must match original specifications and will be at no additional cost to the government.

• All keys must be clearly marked "U.S. GOVERNMENT DO NOT DUPLICATE".

• Services to be performed at Joint Base San Antonio (JBSA) Lackland, Randolph, Fort Sam Houston, and Camp Bullis.

• Normal hours of operation are Monday through Friday (specific times to be determined).

• Emergency response is required after normal duty hours and on weekends.

• Performance period for special order items and government furnished material shall not exceed seven days after materials are received.

• Contractor shall provide a contract manager available within 2 hours during normal duty hours.

• Contractor personnel must have minimum level National Crime Information Center (NCIC) background checks performed prior to starting work.

• Contractor shall comply with all applicable federal, state, local, and Air Force regulations regarding environmental management, safety, and hazardous waste disposal.

• Contractor shall keep work areas clean and remove waste materials.

• Government may provide government furnished material, which the contractor will install.

• Contractor shall provide Material Safety Data Sheets (MSDS) for all chemicals or hazardous materials used.
