This document outlines the first step of a Two-Step Sealed Bidding procurement process for the "Replace Chiller Training Center #8280" opportunity. The purpose of this Step One is to request and evaluate technical proposals only. Offerors whose technical proposals are deemed acceptable will be invited to participate in Step Two, which will involve a priced sealed bid (Invitation for Bid - IFB).

Technical Proposal Requirements:

• Must be submitted in English and in electronic PDF format.
• Must not include prices or pricing information.
• Should be set up so that no additional explanations or information are required.
• Must indicate the application of German Institute for Standardization, or Deutches Institut fur Normung (DINs), Regulations and Standards.
• May include sketches/drawings if necessary.
• Alternate proposals are welcome and will be evaluated separately.

Technical Evaluation Criteria: Proposals will be evaluated for technical acceptability and rated as "Acceptable," "Reasonably susceptible of being made acceptable," or "Unacceptable."

Factor 1: Method of Accomplishment and Materials to be Used:

• Offerors must submit specifications and materials proposed.
• Describe the method of project accomplishment, meeting or exceeding applicable German Institute for Standardization or DINs standards.

Factor 2: Schedules:

• Offerors must provide a progress schedule outlining their plan to meet the 235 calendar day delivery time.
• The schedule must include timeframes for deliverables, material acquisition, preparation, mobilization, and a planned sequence of work.

Factor 3: Documentation:

• Offerors must provide certificates authorizing them to conduct business in Germany.

• The contract will be for the "Replace Chiller Training Center #8280."

• CLIN 0001 delivery is 7 days after notice to proceed (NTP).

• The Statement of Work (SOW) is dated 28 April 2026.

• Prices shall be in EURO only.

• The Government intends to award to the offeror providing the overall lowest price.

Step Two:

• Only contractors with acceptable technical proposals will receive an Invitation for Bid (IFB).

• Bids will be evaluated based on price and other price-related factors.

• Offerors must have an active Federal Government contracts registration in the System for Award Management (SAM).

• Specific FAR provisions regarding representations and certifications (e.g., Women-Owned Business, Small Business Program Representations) must be submitted as part of the SAM registration.

• A site visit is encouraged for interested contractors to inspect the site and clarify work issues.

• Offerors are encouraged to submit multiple technical proposals presenting different basic approaches.

• Late technical proposals will generally not be considered unless specific exceptions apply.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the work required to replace two existing chillers and associated components in Building #8280, a training center located in the Smith Barracks Area, Baumholder.

• Dismantle and dispose of two existing chillers.
• Deliver and install two new chillers with heat pump functionality.
• Deliver and install associated components including new supply air fans, buffer tanks, hydraulic systems, pumps, and plate heat exchangers.
• Replace various pumps and modify electrical components.
• Replace the measurement and control system (MSR) and distributed control system (DDC), integrating them with the existing building management system (GLT) in Building 8164.
• Prepare as-built documentation and maintenance plans.
• Disassemble and dispose of exhaust air ducts, outdoor air fans, piping, and old ventilation ducts.
• Install new ventilation ducts, control cabinets, and refrigerant detection systems.
• Ensure new chillers meet specific requirements including a cooling capacity of at least 95 kW, integrated pumps, control systems with displays, inverter-controlled compressors, EC-fans, and low-GWP refrigerant.

The work is to be performed at Building #8280, located in Baumholder.

• Minimize downtime of the cooling system during replacement.
• All work must comply with German general technical provisions (VOB Part C), DIN/VDE standards, and applicable EU directives.
• Asbestos-containing material is prohibited.
• Contractor must provide a point of contact fluent in English.
• Strict adherence to safety and health protection regulations is required.
• Anti-terrorism and Operations Security (AT/OPSEC) training is mandatory for all personnel.
• Contractor must be an approved installation company and use certified subcontractors.
• Specific deliverables include installation plans, material lists, revision documents, and landfill approval.
• All work areas must be secured, and access/emergency exits kept clear.

Notification requires the firm's name, representative's name, phone number, and for those without installation passes, their first name, last name, date of birth, and passport number.
• Project Details: The Magnitude of Work is estimated between $500,000 and $1,000,000. The government intends to use a two-step sealed bidding method.
