Statement of Work (SOW)

To provide a comprehensive, integrated athletic performance and injury management program for U.S. Coast Guard Academy (USCGA) cadets, ensuring their health, safety, and physical readiness to develop them into highly fit and healthy Coast Guard Officers.

• Provide certified and licensed Athletic Trainers and qualified Strength and Conditioning Coaches.

• Services include injury prevention, evaluation, treatment, rehabilitation, and emergency response.

• Develop and implement evidence-based strength and conditioning programs tailored to specific sports and cadet performance goals.

• Provide instruction and oversight during physical training sessions.

• Coordinate with medical personnel, coaches, and the HPE department.

• Maintain documentation and record-keeping in accordance with HIPAA, FERPA, Coast Guard policy, and NCAA compliance requirements.

• Support on-campus and off-campus competitions or training events.

• Does NOT include physician, physical therapists, or other medical providers outside the scope of athletic trainers and strength and conditioning coaches.

• Does NOT include procurement of medical or fitness equipment, facility maintenance, or direct patient medical billing.

• Base period of one year with four (4) one-year option periods.

• Primary place of performance: U.S. Coast Guard Academy, New London, CT.

• Duties may be required at various off-campus locations for competitions.

• Personnel must maintain current certifications and adhere to professional standards (NATA, NSCA, state licensing boards).

• Contractor must ensure continuity of support and maintain required staffing levels.

• A Project Manager is required and designated as Key Personnel.

• Contractor employees must comply with Government regulations, policies, and security requirements.

• Contractor must use Government-furnished facilities, property, equipment, information, and data only for contract performance.

• Contractor must furnish all other necessary facilities, materials, equipment, and services.

• Travel is required and will be reimbursed in accordance with FAR 31.205-46, with COR approval.

• A Post Award Conference is required within 5 business days of award.

• Monthly progress reports and meetings are required.

• All reports must be in electronic format compatible with DHS workstations.

Request for Information (RFI)

This RFI is for market research purposes only. The U.S. Coast Guard (USCG) is seeking information to determine the acquisition strategy for athletic trainers and strength and conditioning coaches for the USCG Academy. The USCG is assessing whether a competitive socioeconomic set-aside would be appropriate for this recompete acquisition.

Interested parties may submit a capability statement by 4:00 PM ET on Wednesday, February 4, 2026. The capability statement should address the organization's ability to perform all functions required in the attached draft Statement of Work (SOW). Additionally, respondents must include:

• Company name, address, and Point of Contact (POC) information.

• Company's Unique Entity ID and CAGE number.

• Socio-economic status(es)/business size status.

• Overview of employee retention, transition-in policies, and continuity of effort procedures.

• Overview of relevant prior experience in athletic training, strength and conditioning, medical record keeping (PII/HIPAA compliant), inventory management, purchasing, travel, and adherence to safety standards.

• Any additional comments to assist the USCG regarding vendor responses.

• Capability statements are limited to ten (10) pages.

• Do not submit proprietary information.
