Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the Survey of International Air Travelers (SIAT) program, managed by the National Travel and Tourism Office (NTTO) within the International Trade Administration (ITA). The primary goal is to continue and improve the assessment of the economic impact of international visitation and travel behavior of passengers to and from the United States.

• Data Collection: Conduct monthly intercept surveys of international air travelers (non-U.S. residents inbound and U.S. residents outbound) to gather data on visitation patterns, traveler characteristics, and spending.

• Data Processing: Process and analyze data from various sources, including DHS/CBP's ADIS/I-94 data and APIS/I-92 data, to support survey weighting and reporting.

• Reporting: Produce monthly, quarterly, and annual reports, including detailed analyses, data files, and visualizations for government agencies, industry stakeholders, and the public.

• Methodology Improvement: Develop and implement strategies to increase sample size, optimize survey distribution, and improve data quality, potentially through digital/electronic data collection methods.

• Additional Tasks: Includes tasks related to increasing sample size for specific markets (Canada-Air), developing custom reports for subscribers, innovative data dissemination, and exploring new methodologies to increase sample size and reduce costs.

• The contract includes a base period and four option periods.

• Active contract periods are defined from August 1, 2026, through March 31, 2032.

• Performance will primarily be at the Contractor's facility.

• Compliance: Adherence to the Travel Promotion Act of 2009, UN WTO standards, and other relevant legislation.

• Data Quality: Ensure data is valid, reliable, timely, and accurate, with a minimum acceptable performance threshold of a 1% data error rate.

• Reporting: Deliverables must meet specific formats and timelines as detailed in Technical Exhibit 2.

• Personnel: Contractor personnel must be properly trained and qualified. Key personnel require advance notification for replacement.

• Security: No security clearance is anticipated, but 508 compliance is required for public-facing monitors.

Request for Information (RFI)

This RFI is part of ongoing market research to understand market capabilities and potential solutions related to survey research and data visualization. The government encourages all interested vendors to respond to help shape a future acquisition approach.

• Response Deadline: February 9, 2026, at 10:00 AM Eastern Time.
• Submission Method: Responses must be submitted through the provided form.
• Cost: All information submitted must be at no cost or obligation to the Government.
• Proprietary Information: Clearly identify any proprietary material at the time of submission. Submissions become Government property and will not be returned.
• Follow-up: The Government may conduct follow-up communications or request additional information.
• Impact of Non-Response: Service providers who do not respond will not be excluded from any resulting solicitations.
• Industry Outreach: Based on responses, an industry outreach event may be hosted.

• Conducting primary research via surveys (including intercepts, panels, media, target population definition, selection methods, weighting, validity, accuracy, and reliability).

• Conducting surveys electronically (including methods, survey length, response volume, contracting agency, scope of services, prime/subcontractor percentages, and dollar value).

• Adapting survey methods to encourage response rates.

• Using AI for data analysis or response validation.

• Developing dashboards for data analysis and visualization (including description, software tools, contracting agency, scope of services, prime/subcontractor percentages, and dollar value).

• Any additional relevant experience, capabilities, or areas of expertise.
