Quick Summary

The U.S. Army Capability Program Executive, Command, Control, Communications and Network (CPE C3N), through ACC-APG, has issued a Request for Information (RFI) for Integration Kit Technical Data Package (IK TDP), Production, and Platform Integration Services in support of 2-Channel Leader and Manpack Radios. This RFI, designated as an 8(a) Set-Aside, aims to identify interested sources and refine requirements for a follow-on procurement. Responses are due March 18, 2026.

Purpose of RFI

This RFI is for market research and planning purposes to assist in developing strategies and requirements for the future procurement of services related to tactical communication systems. The Army seeks to understand industry capabilities for integrating these premier hand-held radio capabilities into various Army vehicles (Light, Medium, Heavy Tactical, STRYKER, and Armored Combat Vehicles).

Scope of Interest

The Army is seeking information on capabilities for:

  • Non-recurring Engineering (NRE) and Product Level Technical Data Package (TDP) Development and Maintenance for Installation Kits (IKs).
  • Platform Integration Services across various Ground Combat Systems, Combat Support, Intelligence, Communications, Missiles, and Aviation portfolios.
  • Fabrication of prototype platform-specific vehicle IKs for pilot builds and testing.
  • Design & Engineering activities, including CAD, solid models, assemblies, detailed drawings, and engineering solutions adhering to MIL-STD-31000B and ASME standards.
  • Logistics Support, including planning, execution, and preparation of technical documents like Bills of Materials (BOMs).
  • Production Capacity and Capabilities, including mounting solutions and interface cables.
  • Engineering Changes to support modifications to existing kits.
  • Prototype Engineering for developing new installation kit prototypes.

Forecasted annual requirements are approximately 2000 kits per year for Fiscal Years 2026 through 2030.

Key Information Requested

Respondents must complete Attachment 0003 - Vendor Information and Small Business Questionnaire, which includes company details, a capabilities questionnaire for Production Installation Kits, and specific questions for 8(a) Alaskan Native Corporations. Vendors may also submit an optional three-page white paper detailing additional capabilities. Attachment 0004 is provided for submitting vendor questions and comments.
