Quick Summary

The Health and Human Services (HHS) Administration for Children and Families (ACF), specifically the Office of Planning, Research, and Evaluation (OPRE), has issued a Request for Information (RFI) for the Tribal Home Visiting Planning, Analysis, and Communication Project (THV PLACE). This RFI is for market research to gather industry capabilities and experience related to supporting the Tribal Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program. Responses are due by May 8, 2026, 4:00 PM ET.

Scope of Work

The THV PLACE project aims to support the Tribal MIECHV program, which provides evidence-based services to improve maternal/child health and family well-being in American Indian/Alaska Native (AI/AN) communities. The scope of work outlined in the draft Performance Work Statement (PWS) includes:

  • Implementing quick turnaround studies on emerging topics.
  • Conducting focused literature reviews and environmental scans.
  • Synthesizing and translating research findings for practical application.
  • Supporting the development and maintenance of Tribal early childhood learning agendas.
  • Supporting research-practice partnerships to address research questions relevant to home visiting programs in Native communities. The overall objective is to effectively communicate research findings for decision-making at federal and grant recipient levels.

Information Sought

ACF/OPRE is seeking input on industry capabilities and experience. Respondents are required to submit:

  • A Corporate Overview (max 2 pages) detailing company information, NAICS code, UEI, small business status, and point of contact.
  • Up to three Corporate Experience Examples (max 6 pages total), performed as a Prime contractor within the last five years, including contract details, value, client, and project description.
  • Questionnaire Responses (max 4 pages) addressing prior experience in research with Native communities, responsive research for federal staff/grantees, active engagement with end-users, and synthesizing research findings for early childhood or human service settings. Feedback on the clarity of the draft PWS is also requested. Pricing information should not be included.
