Questionnaire asks for detailed responses on prior experience in:

• Research in partnership with Native communities.
• Responsive research and evaluation for federal staff and grantees.
• Active engagement with end-users to determine priority questions and approaches.
• Synthesizing and translating research findings for early childhood or human service settings.
• Feedback on the clarity of the PWS.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the Tribal Home Visiting Planning, Analysis, and Communication Project (THV PLACE). The primary objective is to support research and evaluation activities that answer questions relevant to the Administration for Children and Families' (ACF) Tribal MIECHV program and to effectively communicate these research findings for decision-making and practice at the federal and grant recipient levels.

The contractor will provide qualified personnel, equipment, materials, and services to perform tasks including:

• Implementing quick turnaround studies on emerging topics.
• Conducting literature reviews and environmental scans.
• Synthesizing and translating research findings for practical application.
• Supporting the development of Tribal early childhood learning agendas.
• Supporting research-practice partnerships.

The contract includes a Base period and three Optional periods, with a total potential performance period of up to 60 months from the date of award. The Base period is estimated to be 60 months (September 30, 2026 - September 29, 2031). Performance will occur at the Contractor's address and may include multiple states and localities.

• Active Engagement: Contractors must develop and implement strategies for active engagement with stakeholders, including federal staff, grant recipients, program participants, and subject matter experts.
• Background Checks: Comprehensive background checks are required for all personnel who may have contact with vulnerable populations, children, or youth.
• Quality Assurance: A Quality Assurance Surveillance Plan (QASP) will be used to monitor contractor performance.
• Section 508 Compliance: All external communication products must meet or exceed Section 508 accessibility standards.
• Data Security: Contractors must maintain Controlled Unclassified Information (CUI) in accordance with applicable laws and regulations.
• Reporting: Monthly progress reports detailing activities, expenditures, and project performance are required.
• Travel: Contract-related travel expenses will be reimbursed according to federal regulations, with advance approval required.

Key deliverables include an Active Engagement Plan, Priority Question and Rigorous Strategies Workplan, Quick Turnaround Study Plans, Literature Reviews, Research Synthesis reports, Learning Agenda plans, and External Communication Plans.
