Purpose & Context
The 48th Contracting Squadron (48 CONS) at RAF Lakenheath is conducting market research to identify firms capable of providing comprehensive integrated waste management services. This RFI is not a solicitation and does not commit the Government to any award. It serves to gather industry feedback on specific elements of the requirement and draft documents, including a Performance Work Statement (PWS), Appendices A & B, Sections L&M, an Offer Sheet, and a Past Performance Questionnaire.
Scope of Work
The anticipated scope includes providing all personnel, equipment, containers, tools, materials, vehicles, supervision, and services necessary for integrated waste management. This encompasses solid (including recycling), non-hazardous, and hazardous liquid waste collection and removal. Services are required at various USVF locations across the UK, including RAF Lakenheath, Feltwell, Mildenhall, Alconbury, Molesworth, Croughton, Blenheim Crescent, Fairford, Welford, and Det 6-Heathrow. The contractor must adhere to contract standards, UK laws and regulations, international agreements, Status of Forces Agreements (SOFA), and relevant environmental guidance.
Key Clarifications & Updates
Recent updates include additional Government responses to questions and a revised Appendix B. Key clarifications address:
- Pricing Structure: The government will maintain a flat monthly fee for waste collection services, rather than a per-load model. Offerors are expected to propose their own escalation rates for subsequent option years, and pricing must be Firm-Fixed-Price (FFP) in British Pounds Sterling (£), exclusive of VAT.
- Mobilization: A 60-day mobilization period is provided for the contractor to prepare for full operational capability by the anticipated contract start date of May 1, 2027.
- Past Performance: Relevancy criteria (scope, scale, complexity) must be met individually by each contract reference; they cannot be combined cumulatively.
- Workload Figures: Listed workload figures in Appendix A are estimates based on historical data for planning and pricing only; they are not guaranteed quantities. The updated Appendix B details tasks and estimated frequencies.
- Emergency Response: A tanker must be on-site within 4 hours for bulk liquid waste emergency requests. Historical data for emergency call-outs is provided for planning.
- Site Access: Estimated processing time for individual base access passes is approximately 180 days; escorted entry will be required until passes are issued.
- Compliance: Federal Acquisition Regulation (FAR) clauses are mandatory. Offerors must possess or plan to obtain required UK Environmental Agency (EA) permits.
