Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personnel services to provide facility support, surveillance, and security for the United States Air Force Academy (USAFA) Farish Recreation Area in Woodland Park, Colorado.

The contractor will provide on-site security presence during non-business hours, conduct routine checks of facilities and grounds, ensure guest compliance with area regulations, provide after-hours guest services (check-in, customer support), and perform initial response and notification for emergencies. The government will not exercise supervision or control over the contractor's personnel.

Base Year: May 1, 2026 - October 18, 2026 Option Year 1: May 1, 2027 - October 17, 2027 Option Year 2: May 1, 2028 - October 15, 2028

On-site and available daily (Sunday - Saturday) from 6:00 p.m. to 8:00 a.m. local time. Work is also required on Federal Holidays within the period of performance.

• Personnel Qualifications: Must include background checks (local police station), drug testing (urine test), current CPR and First Aid certification, and a valid state-issued driver's license. All associated costs are the contractor's expense.

• Contractor-Furnished Property: Must provide a mobile home or RV (fitting a 50-foot pad), a personal vehicle for transportation and checks, and liability insurance for personal property.

• Physical Requirements: Must be physically capable of performing duties including walking over uneven terrain, working in various weather conditions, climbing stairs, lifting, and pushing.

• Absences and Replacements: Must provide an experienced, qualified replacement for any planned absence, submitted at least five (5) business days prior.

• Daily Surveillance and Security Checks: Morning (6-8 AM) and Nightly (10 PM-12 AM) checks of buildings, grounds, and systems. Includes verifying security, operational status of utilities, guest compliance with quiet hours, and campfire containment.

• Guest Compliance and Rule Enforcement: Enforce regulations regarding hunting, fireworks, fire pits, and speed limits.

• Guest Services and Support: Serve as the primary point of contact for guests after main office hours, assisting with check-ins, providing directions, and answering questions.

• Property and Equipment Management: Safeguard government property from theft, vandalism, and damage. Access to government vehicles is authorized only for retrieving emergency equipment.

• Key Control: Responsible for safekeeping and return of issued keys and key cards.

• Known Hazards: Includes fire, severe weather, difficult terrain, vandalism, and wildlife.

• Emergency Notification: In case of emergency, contact 911 first, then Farish Management. Document all incidents and actions.

• Emergency Authority: Contractor is authorized to take necessary actions in emergencies when communication is not possible.

• Training and Orientation: Mandatory session on the first day covering duties, regulations, and procedures.

• Government-Furnished Property: One RV site (50-foot pad with utilities), access to lawn maintenance equipment, checklists, logs, reporting documents, and a wireless doorbell.

• Maintenance Service Requests: Notify Farish Management promptly.

• Grounds Maintenance: Responsible for routine maintenance adjacent to RV site; grass height and shrub trimming specified. Use of personal fertilizers/herbicides is prohibited.

• Terms of Occupancy: RV location is a term of the contract; vacate within 24 hours of contract termination.

• Family: Immediate family members may reside in the RV; small pets permitted with approval.

• Utilities: Government property use for commercial purposes may incur charges.

• Guests and Visitors: Must comply with all area rules; contractor is responsible for their compliance. No rent may be accepted from guests.

• External Personalization/Decorating: Requires written approval.

• Personal Equipment/Property Inspections: Government reserves the right to inspect contractor property with prior notification.

• Conduct Daily Checks: 95% of checks completed on time.

• Provide After-Hours Guest Support: Available for late check-ins 95% of the time; 100% of documented guest complaints addressed.

• Report Non-Emergency Issues: Timely reporting of maintenance needs and property damage.

• Respond to Emergencies: 100% immediate response; alert Farish Management within 12 hours.
