RFI-USDA George Washington Carver Center Parking Lot Restriping

Statement of Work (SOW) / Performance Work Statement (PWS)

The primary objective of this contract is to restore clear, visible, and compliant pavement markings in the parking areas of the George Washington Carver Center. This will support safe vehicular circulation, pedestrian movement, ADA accessibility, and emergency access.

The contractor will provide comprehensive restriping services, including site preparation, layout, removal of obsolete markings, and application of new traffic markings. Work must adhere to all federal, state, and local standards, as well as specific documents and standards including the MUTCD, ADA Standards for Accessible Design, Maryland Municipal Regulations, manufacturer specifications, and OSHA safety standards.

• Total Stalls: 965 parking stalls (standard size 9 ft x 18 ft) to be repainted with traffic marking paint and reflective glass beads for enhanced nighttime visibility.
• Stenciled Numbering: 12-inch stenciled numbers for spaces 1 through 965, using commercial-grade, high-durability paint.
• ADA-Compliant Markings: Installation of 12 ADA-compliant handicap symbols (blue and white paint) and required blue hash-marked striping for access aisles, meeting ADA Standards for Accessible Design.
• Other Markings: Includes repainting of fire lanes, emergency access markings, traffic arrows, directional markings, and stop bars, ensuring proper dimensions, alignment, and reflectivity.
• Curb Painting: Yellow/red curb paint to be applied neatly with no overspray.
• Material Compliance: Use of high-durability pavement marking paint meeting MUTCD and SHA standards, with reflective glass beads applied as specified. Material data sheets must be provided.
• Workmanship: Focus on straight, uniform lines, correct coverage and thickness, and no overspray on unintended surfaces.

Performance will be evaluated based on several objectives, including:

• Pavement Marking Restriping: Lines must be straight, uniform, and properly aligned; symbols correctly placed and compliant with ADA/MUTCD; reflective beads applied; and colors matching regulatory standards. Surveillance includes visual inspection and measurements.

• ADA Compliance: Correct number and layout of ADA spaces, proper symbols and hash zones, and van-accessible markings meeting required dimensions. Surveillance involves visual inspection and measurement.

• Work Schedule & Coordination: Work schedule submitted on time, lot closures coordinated effectively, and minimal disruption to Government operations. Monitoring includes COR review and progress monitoring.

• Safety & Security Compliance: Adherence to OSHA, MUTCD, ADA, and facility safety protocols, with appropriate use of barricades, cones, and signage. All contractor staff must be badged and checked-in. Surveillance is via on-site observation and incident reports.

• Deliverables: Submission of accurate and complete daily progress reports and a final completion report with photos and documented quantities.
