Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Army (PM SWAR, PdL Architecture) is conducting market research through a Request for Information (RFI) to identify and potentially mature a Digital Engineering, Integration, and Experimentation Ecosystem. This initiative aims to modernize Soldier, sensor, and platform technologies, enhance capabilities for strategic mission partners, and improve warfighter effectiveness. Responses are due by June 5, 2026, at 3:00 PM EST.
Purpose & Scope
This RFI seeks information on existing and innovative solutions to develop a government-tailored digital engineering architecture. The goal is to support digital twins, hardware-in-the-loop (HIL), physical test beds, and system-of-systems analyses. The ecosystem should leverage COTS/GOTS components and integrate containerized software, message interfaces, and modeling/simulation frameworks. Technologies should be suitable for eventual connection to a US Army cloud environment, with alternative bridging solutions considered.
Requested Capabilities
PdL Architecture is specifically interested in capabilities across four key areas:
- Digital Engineering and Integration: Solutions for a comprehensive digital engineering architecture.
- Virtual & Augmented Environment Integration: Development of a unified virtual integration environment using hardware emulators, real hardware, and software simulation for virtual prototyping.
- Integration Support: Ability to integrate COTS/GOTS solutions into the digital engineering environment, including hardware emulators, simulation components, and voice-control software, while adhering to cybersecurity requirements (e.g., RMF, STIGs).
- Test & Evaluation: Capabilities to plan and execute T&E activities for COTS/GOTS solutions, including data collection, benchmarking, reporting, and validating virtual vs. physical testing correlation.
Company Information Requested
Respondents should provide: Company Name, Address, Technical and Business/Contract POC details, CAGE Code, Facility Clearance Level, and Joint Certification Program (JCP) DD Form 2345.
Submission Requirements
- Format: Responses must be unclassified, portion marked IAW DoDM 5200.01-V2, and limited to a maximum of five (5) pages (excluding cover page).
- Subject Line: "Digital Engineering, Integration, and Experimentation Ecosystem"
- Submission: Send to Mr. Eric Roberts (eric.j.roberts48.civ@army.mil). For Controlled Unclassified Information (CUI), contact Mr. Neil Pinto (neil.a.pinto.civ@army.mil) for a DoD SAFE drop link.
- Questions: Submit to Mr. Neil Pinto (neil.a.pinto.civ@army.mil) no later than 15 calendar days after the RFI posting date.
